MoIT accelerates 500kV circuit-3 transmission line project

(VEN) - Minister of Industry and Trade Nguyen Hong Dien recently chaired a regular briefing in Hanoi to review the construction progress of the Quang Trach - Pho Noi 500kV circuit-3 transmission line project.

Simultaneous construction on the entire line

At the working session, General Director of Vietnam Electricity Nguyen Anh Tuan informed that the Quang Trach - Pho Noi 500kV transmission line project includes four component projects. So far, the site handover rate for erecting electric poles has reached 100 percent (1,177 locations) and 218 out of 503 anchorages (about 43.3 percent) have been handed over. Simultaneous construction on the entire transmission line was launched at 1,176 out of 1,177 pole foundation positions, and only one locality is completing the final procedures to hand over the site to the construction contractor.

Despite positive results, Nguyen Anh Tuan said that the project is still encountering difficulties in mobilizing machinery to pole foundation sites; problems with construction compensations and site clearance, handover of the line corridor, resettlement work, and procedures for changing forest use purposes.

Speaking at the meeting, EVN Chairman Dang Hoang An called for support from related localities so that the line corridor will have been handed over completely by mid-May 2024.

Urgently carrying out key tasks

At the meeting, representatives of related ministries, agencies and localities pledged to support investors and contractors to accelerate progress of the projects.

The 500kv circuit-3 line project is crucial for national energy security

Minister of Industry and Trade Nguyen Hong Dien concluded that despite drastic directions from state management agencies and local authorities, the handover of the line corridor has not yet met the set plan as directed by the Prime Minister. If the problems are not completely resolved, it will possibly affect the progress of the projects.

Therefore, to ensure progress in accordance with the Prime Minister’s directions, the Minister of Industry and Trade (MoIT) requested ministries, sectors, localities, EVN and EVNNPT to carry out a number of key tasks as follows:

The provinces where the project passes through coordinate with the investors to mobilize affected households to hand over the corridor for the projects in March 2024 so that the projects can start stringing power lines in early April 2024, especially at location 127 of the Quang Trach - Quynh Luu 500kV line project.

The MoIT also urged the Ministry of Agriculture and Rural Development to continue monitoring the situation and guide provinces and EVN/EVNNPT to implement Decree No.27/2024/ND-CP dated March 6, 2024 to promptly handle emerging problems, if any, during the implementation process.

It also asked EVN/EVNNPT to continue to strengthen inspections and urge contractors to focus all resources to speed up construction progress, especially for locations with difficult terrains and recently affected by weather to ensure progress of the construction works in accordance with the Prime Minister’s directions; complete the procedures for re-selecting contractors for the bidding package of power resistance supply of the Quang Trach - Quynh Luu project in an early manner; at the same time, continue to coordinate with localities to complete dossiers and procedures related to compensation and site clearance.
