Vietnam needs to finish trade negotiations with the US at the earliest opportunity: PM

On the morning of May 24, Prime Minister Pham Minh Chinh chaired a meeting of the Government’s Standing Committee to hear reports, assess the situation, and provide guidance on orientations, solutions, and follow-up tasks after the second round of bilateral negotiations on the Vietnam–United States Reciprocal Trade Agreement.

Attending the meeting were Deputy Prime Ministers Tran Hong Ha, Bui Thanh Son, Le Thanh Long, Ho Duc Phoc, Nguyen Chi Dung, and Mai Van Chinh; Minister of Industry and Trade Nguyen Hong Dien – Head of the Vietnamese negotiation delegation; Minister and Chairman of the Government Office Tran Van Son; as well as leaders of ministries, sectors, agencies, and members of Vietnam’s negotiation team.

The second round of bilateral negotiations on the Reciprocal Trade Agreement between Vietnam and the United States was held from May 19 to 22, 2025, in Washington D.C., USA.

After listening to reports and opinions at the meeting, Prime Minister Pham Minh Chinh praised the efforts and dedication of relevant ministries, agencies, and localities in preparing for and conducting the negotiations.

The results of the recent negotiation rounds showed positive signs. Both sides had the opportunity to exchange, provide, and share information and their respective circumstances. This laid a foundation for mutual understanding and empathy in the current context, paving the way for constructive directions in subsequent negotiation rounds aimed at achieving balanced and mutually beneficial outcomes. The Prime Minister also welcomed the proactive attitude of the US side.

Furthermore, various levels of government, ministries, agencies, and Vietnamese businesses have continued to engage with their US counterparts through flexible and diverse forms of interaction to promote the comprehensive strategic partnership between Vietnam and the United States in general, and to advance the negotiations specifically.

Relevant ministries and agencies, according to their functions, responsibilities, and authority, promptly provided information to the negotiation delegation and reported to the Government’s Standing Committee to facilitate leadership and direction.

Agencies, units, localities, and enterprises continued negotiations and promoted the purchase of US goods in which America holds advantages and Vietnam has demand, contributing to the earliest possible trade balance between the two countries, such as Boeing aircraft, LNG, and certain agricultural products.

The Ministry of Finance, Ministry of Agriculture and Environment, and related ministries have reviewed and promptly addressed issues related to projects of interest to the US side.

The Government’s Standing Committee and the Prime Minister continue to closely monitor negotiation developments and related dynamics, adhere to the Politburo’s directives and those of the General Secretary, and steer the formulation and proposal of suitable, effective, and practical approaches for both sides, based on principles of shared benefits and risk sharing.

Relevant ministries and agencies such as the Ministry of Foreign Affairs, the Vietnamese Embassy, and the Trade Representative Office in the US have actively supported the negotiation delegation; ministries, agencies, and units have coordinated seamlessly and efficiently.

Regarding next steps, the Prime Minister emphasized that based on the achievements so far, real situation developments, and our capacity, and adhering to the principle of shared benefits and risks while ensuring Vietnam’s core interests, efforts will focus on consolidating, strengthening, and advancing the comprehensive strategic partnership between Vietnam and the United States. This will bring benefits to both countries and their consumers, and contribute to peace, stability, cooperation, and development in the region and the world. Appropriate and effective measures will be taken to continue negotiations with the aim to declare their conclusion at the earliest possible time.
