Prime Minister: Double-digit growth links to economic autonomy and resilience

The Government commits to General Secretary To Lam's directives, prioritizing double-digit growth and strengthening economic autonomy and resilience.

Delivering his response to the General Secretary’s guidance and concluding the national teleconference with local authorities on January 8 to review 2025 performance and deploy tasks for 2026, Prime Minister Pham Minh Chinh stated that the conference was honored by the presence of leaders from the Party, State, Vietnam Fatherland Front, and various central and local agencies. He especially noted that the key address by General Secretary To Lam on behalf of the Party and State leadership demonstrated profound dedication, deep concern, and decisive guidance for the Government, local authorities, and all sectors at every level.

PM affirmed that the Government would strictly and fully internalize the instructions of General Secretary To Lam. In his address, the General Secretary offered encouragement and evaluations while highlighting eight bright spots that should be further promoted, which serve as vital pillars contributing to the nation's momentum, strength, position, foundation, and confidence, enabling it to strive for double-digit growth in the coming years.

General Secretary To Lam also frankly pointed out eight gray areas that must be clarified, including issues related to mobilizing capital from society and the public through the better development of markets, as well as combating wastefulness and negativity in investment, particularly public investment, to ensure investment efficiency.

The bottlenecks must continue to be resolved, especially regarding institutions that require a fundamental shift in mindset and status from a focus on management to an orientation of enabling development and serving the people.

General Secretary To Lam also outlined seven key tasks to be implemented to achieve double-digit growth in the coming years and accelerate the country’s development in line with global trends.

PM Chinh requested ministries, sectors, and localities to thoroughly grasp the spirit of the General Secretary’s instructions to exert even greater efforts, demonstrate higher determination, strive harder, and achieve even more efficiency than before.

In particular, PM Chinh stated that to achieve the target of double-digit economic growth from 2026 onwards, focus must be placed on restructuring the economy and establishing a new growth model based on science and technology, innovation, and digital transformation, while fully recognizing the perspective that high growth must be built on the foundation of macroeconomic stability.

Strengthening strategic autonomy, consolidating national defense and security, and enhancing the autonomy, self-reliance, and resilience of the economy are essential to proactively respond to external fluctuations, as affirmed by General Secretary To Lam during his working session with the Central Strategy and Policy Board on the morning of January 7.

Emphasizing the viewpoint that stability is a prerequisite for development and that development is the key to continuously improving the material and spiritual lives of the people, PM noted that great efforts have been made to ensure national defense and security. He stressed that in the coming time, it is necessary to continue consolidating and strengthening defense and security potential, ensuring that the armed forces become stronger while accelerating the modernization of defense and security faster and earlier than the schedule set by the 13th National Party Congress. He further underlined the need to allocate more appropriate resources with a focus on key areas and the development of the defense industry.

On behalf of the Government, PM Chinh expressed his sincere gratitude and looked forward to the continued attention and support of the leaders and former leaders of the Party and State, especially the close leadership and guidance of the Politburo, the Secretariat, and General Secretary To Lam. He also sought the continued close coordination from Party agencies, the National Assembly, the Vietnam Fatherland Front, socio-political organizations, the people, the business community, and international friends for the activities of the Government and the Prime Minister.
