PM’s three key messages on 80 years of enterprises advancing with the nation

On August 30, 2025, Prime Minister Pham Minh Chinh chaired a conference with enterprises themed “80 years of enterprises advancing with the nation,” held in Hanoi.

Speaking at the event, on behalf of the Party and State leadership,Prime Minister Pham Minh Chinh extended heartfelt greetings, warm regards, and congratulations to Vietnam’s business community and entrepreneurs.

“This significant event provides an opportunity to reflect on a glorious historical journey, honor the immense contributions of enterprises and entrepreneurs to nation-building and defense, share and absorb insights, and further promote the robust development of the business sector as the nation strides confidently into a new era,” the Prime Minister emphasized.

Three core messages

First, over the past 80 years, the business community has consistently stood with the Party, accompanying the nation and aligning with its destiny.

From the years of resistance wars, enterprises contributed manpower and resources to the fight for independence and nation-building. In times of peace, they have emerged as pioneers in economic development and social welfare. During challenging periods, such as the Covid-19 pandemic, businesses maintained production, supported recovery efforts, and partnered with the State to ensure social welfare. Entrepreneurs have demonstrated profound patriotism and a strong sense of social responsibility.

Second, the Party and State have always prioritized supporting and creating favorable conditions for the sustainable development of enterprises and entrepreneurs.

Efforts have focused on refining institutions and laws to foster an attractive investment and business environment, ensuring equal and fair treatment for enterprises across all economic sectors. Numerous laws, mechanisms, and policies have been enacted to support business growth. Decentralization, administrative streamlining, and the reduction of compliance costs and bureaucratic hurdles have been prioritized.

Strategic infrastructure: transport, energy, telecommunications, and digital systems; has been developed, alongside investments in high-quality human resources and encouragement for businesses to expand globally and build international brands. Key resolutions, such as Politburo Resolution no.68, National Assembly Resolution no.198, and Government Resolution no.138, have affirmed the private sector as a vital driver of the economy.

Third, entering a new era of prosperity, modernity, and global competitiveness, the Party and State urge the business community to build on its 80-year legacy of excellence, embracing innovation and creativity to lead the nation in achieving the two strategic 100-year goals outlined in the 13th Party Congress.

The Prime Minister outlined ambitious targets: by 2030, Vietnam aims to have approximately 2 million enterprises contributing 55-58% of GDP, employing 84-85% of the workforce, and achieving annual labor productivity growth of 8.5-9.5%. By 2045, the goal is to have at least 3 million enterprises, contributing over 60% of GDP, with strong international competitiveness and deep integration into global value chains.

The Prime Minister called on businesses to innovate their mindset, foster unity, proactively create, unlock resources, diversify markets and supply chains, and actively engage in international integration.

A call for open institutions and robust infrastructure

The Prime Minister expressed confidence that, under the Party’s leadership and the State’s management, the business community will continue to work closely with the Government, the Prime Minister, and local authorities to implement Party and State policies decisively and effectively, contributing significantly to rapid and sustainable national development and defense of socialist Vietnam.

He urged enterprises to focus on three strategic breakthroughs: “open institutions, seamless infrastructure, and smart entrepreneurs.” This involves adopting innovative production models, restructuring operations, enhancing governance, developing high-quality human resources, and fostering a strong corporate culture.

The Prime Minister also called on business associations to strengthen support for enterprises, provide robust policy consultation, and engage in constructive policy feedback. Foreign-invested enterprises were encouraged to collaborate closely with Vietnamese firms to facilitate technology transfers, workforce training, and participation in global value chains.

For ministries, sectors, and localities, the Prime Minister directed continued efforts to streamline administrative structures, advance reforms, refine institutions, and create a favorable investment climate. The approach is to shift from “centralized control and prohibition” to “proactive facilitation and service” for the people and businesses.

The Government, he affirmed, will continue to stand side by side with the business community, promoting economic restructuring and adopting a green, digital, circular, and sustainable growth model.

On behalf of the Party and State, the Prime Minister called for unity and collective effort from the business community to write the next chapter in Vietnam’s 80-year entrepreneurial legacy, advancing toward a strong, prosperous nation and a happy, thriving populace.

During the event, Prime Minister Pham Minh Chinh presented the First and Second-Class Military Merit Medals and the Second-Class Labor Medal to four outstanding enterprises (Viettel Group, MB Bank, Defense Ministry’s Brigade 18, and EVN Group). Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien and Permanent Deputy Prime Minister Nguyen Hoa Binh also awarded honors to exemplary enterprises.

From 1986, with around 12,000 state-owned enterprises, nearly 40,000 agricultural cooperatives, and no modern private enterprises, Vietnam now boasts nearly 1 million enterprises 98% of which are private; over 33,000 new-style cooperatives, and more than 5 million household businesses.
