Vietnam - Japan launch next-gen ODA for green transition and climate action

Vietnam and Japan launch a 50 billion Yen next-gen ODA program to accelerate green transition, support policy, and advance Vietnam’s net-zero 2050 goals.

On March 18, 2026, in Hanoi, the Japan International Cooperation Agency (JICA) - Vietnam Office, in collaboration with the Ministry of Finance (MOF), co-hosted a high-level seminar on the “Program Loan for Green Transformation toward Green Growth and Climate Resilience” (hereinafter “the Program Loan”), valued at 50 billion yen (approximately VND 8,350 billion or USD 320 million).

The event was attended by Tran Quoc Phuong, Vice Minister of Finance, H.E. ITO Naoki, Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam, along with senior leaders from various Japanese and Vietnamese organizations.

At COP26, Prime Minister Pham Minh Chinh committed Vietnam to achieving net-zero emissions by 2050. Since then, the country has been advancing its legal framework and policies to realize this goal. Japan, through multiple agencies and with the active contribution of JICA Vietnam, continues to provide critical support on this ambitious path. Several Japanese companies operating in the sector participated in the workshop, sharing initiatives and achievements that reflect practical experience and innovation.

The Program Loan, built on a policy framework encompassing green growth, green transformation, and climate change adaptation, is expected to accelerate Vietnam’s green transition by supporting policy formulation and mobilizing resources. It exemplifies “next-generation ODA,” featuring streamlined preparation, rapid disbursement, and rigorous policy design to ensure development objectives are achieved efficiently.

In addition, JICA is implementing a broad portfolio of technical cooperation projects, including forest conservation, disaster risk reduction, climate change response, support for Nationally Determined Contributions (NDCs), and promotion of a circular economy.

Participating Japanese companies and experts highlighted their initiatives and practical results, demonstrating Japan’s comprehensive and proactive approach and expanding the “sphere of collaboration” across national, public, and private sectors.

In his remarks, Ambassador ITO Naoki emphasized that signing the Program Loan is not an endpoint but the start of new initiatives and proactive efforts toward green growth, Vietnam’s net-zero ambitions, and the Asia Zero Emission Community (AZEC).

JICA will further accelerate its support for Vietnam’s green growth and net-zero objectives through timely disbursement of the Program Loan and effective implementation of the policies it underpins.
