
Quang Ninh accelerates industrial growth in final months of 2025

Despite steady growth, the pace remains below expectations as several key industries are negatively affected by global market fluctuations.
Accelerating in final stretch to sustain growth
According to provincial reports, the industrial sector’s growth in the third quarter of 2025 is estimated at 13.72%, falling 10.42 percentage points short of the year’s target. Although industry still contributed 4.75 percentage points to overall GRDP growth and accounted for 41.43% of the province’s economic structure, production indexes across several sub-sectors remain underperforming.
Notably, the mining sector expanded by roughly 14.33% year-on-year, 3.81 percentage points lower than planned, due to high coal inventories, about 11.4 million tonnes, and several projects still under construction. The electricity and gas production sector contracted by 2.68% in the third quarter, a sharp drop compared with the target, as electricity consumption from thermal power plants declined amid high water discharge at hydropower reservoirs.

The manufacturing and processing sector, Quang Ninh’s key growth pillar, rose by an estimated 25.27% in the third quarter, still 11.96 percentage points below target. Several major export items such as silicon panels, solar batteries, and electric bicycles have been hit by new tax policies in the United States and global trade tensions, leading to significant drops in output.
Nguyen Thi Hien, Director of the provincial Department of Industry and Trade, said that among 15 key manufacturing products, only six met or exceeded production targets. Products that performed well include televisions (up 24.9%), earphones (up 36.1%), vehicles (up 21.7%), and PVC floor panels (up 19.7%).
However, the remaining nine products have yet to reach their goals, requiring more tailored support in the months ahead.
To ensure industrial output meets the 2025 target, the provincial People’s Committee has directed relevant departments to coordinate closely with the Vietnam National Coal and Mineral Industries Group (TKV) and the Dong Bac Corporation to review production plans, balance supply and demand, expand coal exports to potential markets, and boost domestic consumption through energy and construction-material projects.
The province is also focusing on removing bottlenecks in major industrial projects, such as the Thanh Cong Viet Hung automobile plant, electronic component factories, and solar battery projects, to bring them into stable operation and add new capacity for the sector.
Building a modern, green and sustainable industrial base
Beyond short-term measures, Quang Ninh is implementing a comprehensive industrial restructuring strategy aimed at building a modern, environmentally friendly, and high-value-added sector.
The province is revising its Master Plan for 2021 - 2030, with a vision to 2050, prioritizing specialized industrial parks tied to specific value chains. These include Dong Mai and Viet Hung parks (automobile and mechanical manufacturing); Nam Tien Phong and Bac Tien Phong parks (electronics and high-tech industries); and Hai Ha park (supporting industries and new materials).

At the same time, Quang Ninh is encouraging enterprises to adopt advanced technology, digital transformation, and automation, while promoting green industry and clean energy to gradually reduce dependence on coal. Projects on LNG power, offshore wind energy, recycled materials, and solar batteries are prioritized to drive sustainable growth.
According to Huang Jinxing, General Director of Jinko Solar Vietnam, the province’s industrial development should rest on three pillars, technology, human resources, and infrastructure. Beyond addressing short-term challenges, Quang Ninh should focus on building a modern, eco-friendly, and internationally competitive production base.
At present, provincial departments and local administrations are being urged to accelerate in the final stretch of 2025, with a clear focus on fulfilling industrial output targets while safeguarding labor safety and environmental integrity. This decisive phase is viewed not merely as an operational push, but as a coordinated effort to consolidate the province’s industrial foundation and sustain its economic trajectory.
With the provincial GRDP target for 2025 set at over 14%, Quang Ninh has identified industrial production as the driving force of its economic growth in the remaining months of the year. In the future, the province plans to strengthen linkages between local industrial enterprises and both domestic and export markets through its maritime and road logistics corridors. It will also facilitate their participation in major industrial trade fairs and promotion programs in Hanoi, Ho Chi Minh City, Japan, and the Republic of Korea, among others, thereby expanding market access and fostering brand development for the province’s key industrial products.
