
Enhanced supervision, inspection of E10 biofuel gasoline rollout from June 1

The Agency for Domestic Market Surveillance and Development under the Ministry of Industry and Trade has issued Official Dispatch No. 1525/TTTN-NV to Departments of Industry and Trade in provinces and centrally run cities regarding the supervision and inspection of the E10 biofuel gasoline rollout in line with the roadmap stipulated in Circular No. 50/2025/TT-BCT dated November 7, 2025 of the Ministry of Industry and Trade.

According to the agency, the implementation of E10 biofuel gasoline must be carried out in a synchronized and effective manner, avoiding delays or supply disruptions that could affect the petroleum market.
From now until May 31, 2026, the Ministry of Industry and Trade has requested Departments of Industry and Trade to strengthen communications efforts and raise awareness among petroleum trading enterprises regarding compliance with the transition roadmap to E10 gasoline. At the same time, local authorities are required to widely disseminate information on the safety and benefits of E10 biofuel gasoline in order to build consumer consensus in their respective localities.
In addition, localities have been requested to remind and closely supervise petroleum retail outlets to urgently complete technical infrastructure, including storage tanks and fuel pumps, in preparation for the transition to E10 biofuel gasoline trading in accordance with the prescribed roadmap. The ministry requires petroleum retail outlets to strictly implement the transition to E10 biofuel gasoline from June 1, 2026, ensuring that no delays or supply disruptions occur.
Starting from June 1, 2026, the market surveillance force will coordinate with relevant authorities to strengthen supervision and inspections of petroleum retail outlets nationwide. The Agency for Domestic Market Surveillance and Development requested strict handling of violations, including trading gasoline products inconsistent with the prescribed roadmap; stockpiling to create artificial shortages; suspending sales without legitimate reasons; using unclear fuel labels at fuel dispensers; arbitrarily raising prices in an unreasonable manner; and other violations of the law.
The official dispatch clearly states that market surveillance forces at all levels and officials responsible for local areas will be held accountable if petroleum retail outlets fail to comply with the roadmap for transitioning to E10 gasoline, or if serious violations and fraud hotspots causing instability in the petroleum market occur within their management areas without timely detection and handling.
