The Government Office on May 11 issued Notice No. 241/TB-VPCP announcing the conclusion of Permanent Deputy Prime Minister Pham Gia Tuc at a meeting on adjustments to the master plan for the national airport system for the 2021-2030 period, with a vision to 2050.

The Permanent Deputy Prime Minister stresses that the adjusted master plan for the national airport system for the 2021-2030 period, with a vision to 2050, holds great significance for the country’s socio-economic development as well as national defence and security.
According to the notice, the Permanent Deputy Prime Minister highly appreciated the contributions made by the Ministry of Construction and the aviation sector to the country’s socio-economic development in recent years, noting that the aviation industry has become one of the drivers of growth, international integration and the expansion of development space, while also promoting tourism, trade, services and investment attraction from both domestic and foreign investors.
The Permanent Deputy Prime Minister expressed support for studying the expansion and development of the airport system, while prioritising the mobilisation of investment resources for additional airports to serve socio-economic development and facilitate travel and business activities for people and enterprises.
The planning and investment of airports must be considered carefully in a comprehensive and synchronised manner alongside other modes of transport, ensuring feasibility, security, operational safety and long-term stability. Such planning must also align with the national master plan, regional plans and provincial plans. At the same time, financial and socio-economic efficiency must be thoroughly assessed, with strict measures to prevent losses and wastefulness during the implementation process.
Conclusion No. 18-KL/TW of the second plenum of the Party Central Committee and Government Resolution No. 109/NQ-CP dated April 16, 2026 promulgating the Government’s action programme to implement Conclusion No. 18 assigned ministries, sectors and localities the task of “formulating, adjusting and approving planning schemes within the national planning system in a synchronous and unified manner to meet the requirements of double-digit growth.”
The Permanent Deputy Prime Minister requested the Ministry of Construction to comprehensively review the contents and outline of the adjusted master plan for the airport system; seriously implement directives from the Party Central Committee and the Government; and urgently accelerate the formulation and overall adjustment of sectoral plans under its management, including those related to aviation, for approval under its authority or submission to competent authorities for approval, ensuring both progress and quality, with completion targeted in the second quarter of 2026.
