MoIT urges accelerated implementation of tasks following Government Resolution

The MoIT has called for accelerated action across the sector to secure growth targets, strengthen energy supply and boost trade performance in 2026.

The Ministry of Industry and Trade (MoIT) has issued Official Dispatch No. 4717/BCT-KHTC, requesting its affiliated units to urgently implement tasks assigned under the Resolution of the Government’s regular meeting for May 2026, ensuring the synchronized and effective realization of the sector’s development objectives for 2026.

According to the dispatch, units are required to closely follow the industry's growth targets, requirements and growth scenarios on a monthly and quarterly basis; identify growth drivers and focus efforts on fulfilling the targets assigned for 2026. They are also tasked with proactively monitoring global and regional economic developments in order to promptly advise on appropriate and effective response measures. In addition, the ministry requested the strict implementation of measures to promote thrift and combat wastefulness, while continuing to effectively carry out tasks assigned under previous directives.

In the energy sector, the Electricity Authority of Vietnam has been assigned to focus on ensuring an adequate electricity supply for production, business activities and consumption during peak summer months; accelerate the progress of key power generation and transmission projects; finalize mechanisms and policies for the development of offshore wind power and liquefied natural gas (LNG); and review electricity supply plans for villages and hamlets that remain without access to electricity.

Agency for Domestic Market Surveillance and Development will continue to closely monitor developments in energy markets, ensure adequate petroleum supplies and review and restructure the petroleum distribution system with a view to minimizing intermediary stages.

The dispatch also assigns the Agency for Innovation, Green Transition and Industry Promotion (IGIP) to strengthen communication on the economic, environmental and energy security benefits of E10 gasoline, while providing accurate, objective and scientific information to build public and social consensus.

In the areas of industrial production, trade and import-export activities, the ministry has called for stronger market management and intensified efforts to combat counterfeit goods, smuggling, trade fraud and intellectual property rights violations. It also requested the effective implementation of the campaign, "Vietnamese people prioritize using Vietnamese goods."

The Agency for Foreign Trade has been tasked with closely monitoring developments in international trade, supporting businesses in making better use of signed free trade agreements (FTAs), expanding export markets and developing logistics infrastructure into the "backbone" of domestic trade.

Regarding institutional development, units assigned to lead the drafting of legal normative documents are required to accelerate the preparation and issuance of detailed regulations guiding the implementation of laws and resolutions, ensuring that no legal gaps arise. At the same time, resources must be concentrated on completing legislative tasks included in the 2026 Legislative Program and those required to be finalized before March 1, 2027, as requested by the National Assembly Standing Committee.

Under the group of tasks related to organizational restructuring and administrative reform, the ministry requested the continued refinement of the functions, responsibilities and organizational structures of its units; reductions in the time required to process administrative procedures; lower compliance costs for citizens and businesses; the resolution of long-delayed projects; and stronger efforts to prevent and combat corruption, misconduct and wastefulness.

In the area of science, technology and innovation development, the IGIP has been tasked with finalizing standards and technical regulations; developing mechanisms to promote the application of science and technology and digital transformation across the industry and trade sector; and issuing a regulatory sandbox mechanism.

Meanwhile, Vietnam E-commerce and Digital Economy Agency will continue developing the industry's data market, upgrading information technology infrastructure and improving the goods traceability system.

The dispatch requires deputy ministers responsible for their respective sectors to directly oversee and urge affiliated units to promptly and seriously implement the assigned tasks.
