In an interview with reporters, Vu Hai Ha, a member of the Party Central Committee, a member of the Standing Committee of the National Assembly, and Deputy Secretary of the Party Organization of the National Assembly, affirmed that to meet these requirements, the Party Organization of the National Assembly is focusing on leading comprehensive renewal of legislative and supervisory thinking, ensuring that the National Assembly truly serves as a development-enabling body and an effective mechanism for power control.

Fully, timely and synchronously institutionalizing party guidelines, strongly renewing legislative thinking
The 14th National Party Congress sets very high and more comprehensive requirements for completing development institutions and building a modern, effective and efficient socialist rule-of-law state. What requirements does this place on the work of building the Party organization of the National Assembly?
Deputy Secretary of the Party Organization of the National Assembly Vu Hai Ha: The 14th National Party Congress clearly identifies the requirement to accelerate the completion of development institutions and to build a modern socialist rule-of-law state, with innovation, science and technology, and digital transformation serving as the primary drivers of development. In this process, the National Assembly plays a particularly important role in institutionalizing the Party’s guidelines and line into law.
This requires the Party organization of the National Assembly to possess strong political leadership capacity, along with scientific and substantive leadership methods. If the Party organization of the National Assembly is not truly pure, strong and comprehensive, the National Assembly will find it difficult to meet the very high requirements set by the 14th National Party Congress with regard to its legislative role, its authority to decide on major national issues, and its supervision of policy and law implementation, as well as the exercise of state power.
The first Congress of the Party organization of the National Assembly for the 2025 - 2030 term selected the following overarching theme: building a pure, strong and comprehensive Party organization; leading the National Assembly to undergo robust renewal, improve the quality and effectiveness of its activities, and confidently advance into a new era of prosperous, affluent, civilised and happy national development. This reflects a core message: the quality of the National Assembly’s activities originates from the quality of leadership of the Party organization of the National Assembly.
Building a pure and strong Party organization aims to enhance the effectiveness of fulfilling the National Assembly’s constitutional and statutory functions. The Party organization of the National Assembly must truly serve as the political nucleus, ensuring the Party’s comprehensive, direct and regular leadership over the National Assembly, while at the same time promoting democracy, collective wisdom and individual responsibility in parliamentary activities. This is a prerequisite for the substantive renewal of the National Assembly and for the most effective performance of its constitutional functions.
The documents of the 14th National Party Congress emphasise the requirement to complete institutions for sustainable national development. How will the Party Committee of the National Assembly concretise this requirement?
Deputy Secretary of the Party Organization of the National Assembly Vu Hai Ha: The documents of the 14th National Party Congress lay down the requirement for a fundamental renewal of legislative thinking and for the completion of institutions for sustainable national development. The focus is on a decisive shift from an administrative management mindset to a development-enabling mindset, viewing law not merely as a regulatory tool, but as an institutional foundation to guide and open pathways for rapid and sustainable development.
In this spirit, the Party Committee of the National Assembly will lead the full, timely and synchronous institutionalization of the Party’s major guidelines, ensuring consistency between the Party’s line and policies and the legal system. Priority will be given to removing institutional bottlenecks and obstacles in order to unlock all resources for sustainable development. Renewing legislative thinking must begin at the policy formulation stage, with particular emphasis on summarising practical experience and conducting substantive and scientific impact assessments, placing people, enterprises and affected stakeholders at the centre of the law-making process.
A particularly important requirement is to enhance institutional quality towards stability, transparency and feasibility, thereby minimising the need for frequent amendments and supplements. At the same time, the Party Committee of the National Assembly will lead efforts to strengthen discipline and order, control power, and resolutely prevent and combat corruption, negative practices, group interests, local interests and term-based thinking. This is not merely a technical requirement of legislation, but a principled political requirement, directly linked to the prestige of the National Assembly and the trust of the people.
Substantive, focused and targeted supervision to contribute to controlling state power
The 14th National Party Congress calls for strengthening power control. How is the role of the Party organization of the National Assembly reflected in implementing this requirement?
Deputy Secretary of the Party Organization of the National Assembly Vu Hai Ha: The documents of the 14th National Party Congress identify the control of state power as a fundamental pillar in building a socialist rule-of-law state. Within this mechanism, the National Assembly is both the body exercising legislative power and the supreme supervisory institution over the entire operation of the state apparatus.
The role of the Party organization of the National Assembly is first reflected in leading the National Assembly to comprehensively renew its thinking and methods of supervision in a focused, targeted, substantive, effective and efficient manner, thereby overcoming superficial and fragmented practices. Supervision must concentrate on major issues and sensitive areas where risks of abuse of power, corruption and negative practices may arise, while being closely linked with accountability and the strict implementation of conclusions and recommendations following supervisory activities. At the same time, digital transformation will be strongly promoted in the legislative and supervisory activities of the National Assembly.
Alongside supreme supervision and questioning activities, the Party organization of the National Assembly places particular emphasis on leading the renewal of supervision over the issuance and implementation of legal normative documents, ensuring that state power is exercised in accordance with the Constitution and the law, is strictly controlled, and is neither abused nor corrupted. Power control is not only about detecting violations, but more importantly about prevention at an early stage and from afar through improved institutions and strengthened transparency, discipline and order.
It can be affirmed that the leadership of the Party organization of the National Assembly in enabling the National Assembly to effectively perform its supervisory function constitutes a direct and practical contribution to preventing and combating corruption, wastefulness and negative practices, while reinforcing the people’s trust in the socialist rule-of-law state in the spirit of the 14th National Party Congress.
Creating an institutional foundation to realise the goals of the 14th National Party Congress for national ascent
In your view, what role does the Party organization of the National Assembly play in realising the development goals set forth by the 14th National Party Congress?
Deputy Secretary of the Party Organization of the National Assembly Vu Hai Ha: The 14th National Party Congress sets strategic objectives for national development, in which completing development institutions and building a socialist rule-of-law state play a decisive role. In this process, the Party organization of the National Assembly serves as the political nucleus leading the National Assembly to effectively perform its role as the body exercising constituent and legislative powers, supreme supervision, and decision-making on major national issues.
Building a clean, strong and comprehensive Party organization of the National Assembly will provide a solid political foundation for the National Assembly to continue robust renewal in its thinking and modes of operation; to enhance legislative quality, supervisory effectiveness and the efficiency of decisions on major national issues, thereby contributing to controlling state power in accordance with the spirit of the Constitution.
Through leading the National Assembly to effectively perform its constitutional functions, the Party organization of the National Assembly directly contributes, together with the entire Party and the entire people, to realising the goals of the 14th National Party Congress; strengthening the people’s trust in the Party, the State and the National Assembly; and creating a solid institutional foundation for the country to confidently advance into an era of national ascent for peace, independence, democracy, prosperity, civilisation and happiness, and to steadily advance towards socialism.
In particular, cadre work is identified as the key task in building a clean, strong and comprehensive Party organization of the National Assembly. In implementing the revolution to streamline the organizational apparatus, enhance institutional quality and control state power in the spirit of the 14th National Party Congress, the Party organization of the National Assembly identifies cadre work as the decisive factor determining leadership capacity and the quality of the National Assembly’s activities.
The Party Committee of the National Assembly will lead the strict implementation of the principle that the Party exercises unified leadership over cadre work; promote democracy while firmly maintaining discipline and order; and resolutely prevent term-based thinking, parochialism and closed-door practices. The selection of cadres, particularly National Assembly deputies, must place standards, quality and prestige above all else. The focus is on thorough preparation of personnel for the 16th National Assembly, ensuring appropriate standards, quality and structure, with particular attention given to full-time National Assembly deputies, the core force of parliamentary activities. This requires strong political steadfastness, pure moral qualities, deep professional expertise, modern legislative thinking and strong policy review and debate capacity to meet increasingly high demands in the new development stage.
National Assembly deputies who are Party members must fulfil their “dual responsibility,” serving as a direct bridge between the Party and the National Assembly, and between the will and aspirations of the people and the country’s most important policy decisions.
Thank you verry much!
