Atomic energy law implementation to ensure uniformity and efficiency

The Deputy Prime Minister signed Decision No. 2663/QD-TTg on December 8, 2025, issued the implementation plan for the Law on Atomic Energy No. 94/2025/QH15.

Accordingly, the Deputy Prime Minister Nguyen Chi Dung has tasked the Ministry of Science and Technology (MoST) with leading and coordinating with relevant ministries, agencies, and provincial People's Committees to draft four Government Decrees. These decrees will detail measures to implement the Law on Atomic Energy, in alignment with Decision No. 1526/QD-TTg (dated July 14, 2025), and must be submitted to the Government in the fourth quarter of 2025.

MoST is also responsible for organizing intensive training conferences for local officials handling administrative procedures and state management in the atomic energy sector. Additionally, the Ministry will hold conferences to disseminate the Law and its guiding documents to relevant organizations and individuals.

Furthermore, MoST will compile professional guidance handbooks (in both printed and digital formats) for officials managing the atomic energy sector.

Ministries and ministerial-level agencies are required to review and issue or submit to competent authorities for issuance-legal documents to amend, supplement, replace, or abolish existing regulations. This is to ensure compliance with the roadmap following the issuance of the Government Decrees and to guarantee synchronization with the Law's implementation.

MoST, in coordination with the Government Office, the Ministry of Justice, and other relevant bodies, will regularly inspect, supervise, and monitor the implementation of the Law on Atomic Energy and its detailed regulations.

Line ministries must regularly guide the application of the Law’s detailed regulations; receive and process recommendations from organizations and individuals during implementation; and review and update relevant databases. They must ensure implementation conditions as prescribed in Article 59 of the Law on Promulgation of Legislative Documents and Government Decree No. 80/2025/ND-CP dated April 1, 2025.

The Minister of Science and Technology is responsible for leading reviews, providing guidance, and addressing recommendations regarding legal documents related to the Law on Atomic Energy. The Minister will also monitor implementation across ministries and localities and report the plan's progress to the Prime Minister annually or upon request.
