Vietnam, US made new steps on reciprocal trade agreement

On the afternoon of May 16, 2025, in Jeju, Republic of Korea, immediately following the conclusion of the 31st APEC Trade Ministers’ Meeting (MRT 31), as scheduled in advance, Vietnamese Minister of Industry and Trade and Head of the Government Negotiation Delegation Nguyen Hong Dien held a direct ministerial-level negotiation session with the United States Trade Representative (USTR) Jamieson Greer.

This marked the first in-person ministerial-level negotiation between Vietnam and the United States following the online negotiation session held on April 12, 2025, aimed at implementing the Vietnam–United States Reciprocal Trade Agreement as directed by the high-level leaders of both countries.

Minister of Industry and Trade Nguyen Hong Dien (R) and United States Trade Representative (USTR) Jamieson Greer (L).

The negotiation session took place in a frank, constructive, open, and flexible manner, reflecting the strong efforts of both sides to build a stable economic, trade, and investment relationship that harmonizes interests and corresponds with the Vietnam–United States Comprehensive Strategic Partnership. The discussions were based on mutual respect for sovereignty, political institutions, autonomy, a balance of interests, and adherence to international law, common practices, and the development level of each country.

US Trade Representative Jamieson Greer acknowledged and highly appreciated Vietnam’s goodwill and proactive approach in thoroughly preparing for the negotiations. He expressed broad agreement with Vietnam’s approach and proposals.

The United States hopes that, with the joint efforts of both sides, the upcoming technical-level negotiations will yield positive outcomes, delivering tangible benefits to the people and business communities of both nations, and contributing to the stability and sustainable development of the bilateral trade relationship and the comprehensive strategic partnership.

On that basis, the two ministers reached a high level of consensus on principles, negotiation approaches, orientation of content, and the negotiation roadmap, laying a solid foundation for the effectiveness of subsequent negotiation rounds.
