Ensuring resources and coordinated implementation
The Prime Minister has issued Decision No. 601/QĐ-TTg approving a Plan to implement the National Assembly’s Resolution on several special mechanisms and policies aimed at improving the effectiveness of international integration (the Plan).
The Plan is designed to clearly define tasks, timelines, implementation progress, and responsibilities of relevant agencies, organizations, and individuals in executing the Resolution. It aims to ensure timeliness, consistency, unity, enforceability, and overall effectiveness.

It also emphasizes the need to secure essential resources, including financial capacity, human resources, and infrastructure, while ensuring the efficient use of the state budget and other lawful funding sources.
The Plan sets requirements to enhance awareness, accountability, and coordination mechanisms among ministries, ministerial-level agencies, government bodies, Vietnamese representative offices abroad, provincial and municipal People’s Committees, and other relevant stakeholders in implementing the Resolution nationwide.
A key priority is to strengthen communication and dissemination efforts. Starting in 2026, ministries, sectors, media agencies, and local authorities will coordinate to roll out nationwide campaigns to promote the Resolution.
From 2026 onward, the Ministry of Foreign Affairs, in coordination with ministries such as Industry and Trade, Home Affairs, Education and Training, and Science and Technology, along with media agencies, will work with the Government Office and local authorities to disseminate the Resolution. Other institutions, including the Office of the President, the Office of the National Assembly, and judicial bodies, are also encouraged to participate within their respective mandates.
Institutional Development, Data Systems, and Long-Term Monitoring
Alongside communication efforts, ministries and sectors are tasked with developing a system of legal documents detailing the provisions of the Resolution, to be completed within the first quarter of 2026.
The Ministry of Foreign Affairs will take the lead, in coordination with the Government Office, the Ministry of Public Security, the Ministry of Industry and Trade, the Ministry of Justice, the Ministry of Finance, and relevant agencies, in drafting a Government decree detailing several provisions of the Resolution. These include participation in multilateral organizations and forums without the need to sign international treaties, encouraging the presence of international organizations and special missions in Viet Nam, and supporting enterprises operating abroad.
In addition, the Ministry of Industry and Trade will lead the drafting of another Government decree, in coordination with relevant agencies, to provide detailed regulations on ensuring resources for building and operating an ecosystem to leverage free trade agreements (FTAS), as well as supporting industry associations in trade remedy cases abroad.
In the second quarter of 2026, the Ministry of Foreign Affairs will issue guidance on implementing the mechanisms and policies outlined in the Resolution, based on the Resolution and its guiding documents.
From 2026, the Ministry of Foreign Affairs, in coordination with the Government Office, the Ministry of Finance, the Ministry of Science and Technology, and other relevant bodies, will develop and operate a national database on international commitments. This will be built on the upgraded and expanded database on international treaties launched on December 29, 2025.
Notably, in the third quarter of 2028, the Ministry of Foreign Affairs will lead the preparation of a report assessing the implementation of provisions under Article 10, particularly regarding the handling of difficulties and obstacles in implementing key and strategic cooperation projects with foreign partners.
A comprehensive report on the implementation of the Resolution during its effective period (from January 1, 2026, to December 31, 2030) is scheduled for completion in the first quarter of 2031.
Relevant bodies, including the Office of the President, the Office of the National Assembly, the National Assembly’s Committee for National Defense, Security and Foreign Affairs, the Supreme People’s Court, and the Supreme People’s Procuracy, will coordinate in providing information and reports on implementation progress.
The Plan also stipulates that, on an annual basis, ministries, ministerial-level agencies, government bodies, and provincial and municipal authorities will carry out commendation and reward activities, in accordance with the law on emulation and commendation, for organizations and individuals making significant contributions to the development and implementation of the Resolution.
