Promoting five breakthroughs in Vietnam-Cambodia-Laos connectivity

Prime Ministers of the three nations agree on five breakthrough areas to boost cooperation and solidify traditional ties between Vietnam, Cambodia, and Laos.

According to the Government News, on the afternoon of February 6, in the capital Phnom Penh, Prime Minister Pham Minh Chinh held a working meeting with Cambodian Prime Minister Hun Manet and Lao Prime Minister Sonexay Siphandone to implement the conclusions of the meeting between the leaders of the three Parties of Vietnam, Cambodia, and Laos held shortly before.

During the meeting, Prime Minister Pham Minh Chinh emphasized that the 14th National Congress of the Communist Party of Vietnam clearly identifies maintaining a peaceful and stable environment as a prerequisite, developing rapidly but sustainably, and placing the people at the center, as the subject and the goal. Vietnam values relations with neighboring countries, especially the blood-bound ties forged through the history of the struggle for independence and continued in the current cause of national construction and protection. Vietnam will persist in its foreign policy of independence, self-reliance, multilateralization, and diversification, placing high importance on relations with neighbors and prioritizing ties with Cambodia and Laos.

Prime Minister Pham Minh Chinh noted with pleasure that since the high-level meetings between the two and three Parties, as well as visits and contacts by senior leaders since February 2025, ministries, sectors, and localities of the three countries have actively coordinated to implement assigned tasks and have basically fulfilled the set objectives.

The three Prime Ministers welcomed the strong and substantive development of cooperation among the three nations over the past period, contributing to consolidating and deepening the traditional friendship, special solidarity, and comprehensive cooperation between Vietnam, Cambodia, and Laos. They emphasized the strategic importance of the close bond, political trust, and solidarity among the three countries. They agreed to continue strengthening exchanges and training for youth and young leaders, and to promote extensive communication to all strata of the people, especially the younger generation, regarding the historical significance and immense value of the tripartite cooperation. This is particularly significant during the 70th anniversary of Cambodia-Laos relations (1956-2026), the 65th anniversary of Vietnam-Laos relations (1962-2027), and the 60th anniversary of Vietnam-Cambodia relations (1967-2027).

The three Prime Ministers affirmed that they would continue to enhance coordination to ensure national security and development. They agreed to maintain regular high-level meetings and contacts across all channels, promote cooperation between localities- especially border provinces and strengthen people-to-people exchanges. They also agreed to effectively implement signed cooperation mechanisms and agreements while enhancing information sharing and close coordination between ministries and sectors.

Regarding defense and security, the three Prime Ministers agreed to bolster cooperation in protecting border security and combating transnational crimes such as drug trafficking, human trafficking, and money laundering. They reaffirmed the principle of not allowing any individual or force to use one's territory to harm the security of another, working together to build borders of peace, friendship, stability, and development.

On the economic front, the three parties agreed to continue implementing policies and measures to facilitate and encourage trade, investment, and cooperation in a complementary and win-win direction, shifting strongly from scale expansion to improving quality and efficiency. They agreed to accelerate the connectivity of the three economies, taking transport infrastructure, logistics, and border gate connectivity as breakthroughs. They aim to facilitate trade, investment, and tourism, promote value chain linkages, leverage each country's comparative advantages, and boost tourism, particularly the "One Journey, Three Destinations" initiative.

The Prime Ministers of Laos and Cambodia agreed with Prime Minister Pham Minh Chinh on identifying five breakthrough areas for the coming period, including transportation, energy, education and training, tourism, and youth connectivity, especially educating the younger generation about the traditional relations between the three countries.

Exchanging views on regional and international issues of mutual concern, the three Prime Ministers agreed to increase information exchange and support each other at regional and international forums. They pledged to work together with other members to build a united and strong ASEAN Community and affirmed its central role in maintaining peace and stability while promoting regional cooperation and development.

The three Prime Ministers agreed to continue close coordination in consolidating and building trust among Mekong countries, focusing resources on development and responding to non-traditional challenges and other potential risks. They also committed to maintaining cooperation between Mekong countries and development partners.
