
Energy diplomacy strengthens Vietnam's energy security

In recent years, localities across Vietnam have introduced action plans on sustainable production and consumption in response to the Prime Minister's Decision No. 889/QD-TTg approving the National Action Programme on Sustainable Production and Consumption for the 2021 - 2030 period. The programme aims to promote the sustainable management and efficient use of natural resources while fostering an enabling environment for green production, sustainable consumption and environmentally responsible lifestyles through innovation, green job creation and the transition towards a circular economy.

Sustainable production and consumption create opportunities for businesses.
Under Decision No. 889/QD-TTg, one of the key targets is that by 2030, 90% of centrally governed provinces and cities will develop action plans to implement the programme or integrate its objectives into local policies and legal documents, while 70% will establish dedicated agencies responsible for implementation.
To achieve these goals, many localities have promptly launched their Sustainable Production and Consumption Action Programmes for the 2026 - 2030 period, integrating green growth objectives into their socio-economic development plans and prioritising the allocation of resources.
Hanoi has approved Decision No. 6068/QD-UBND, adopting its implementation plan for the National Action Programme on Sustainable Production and Consumption for 2026 - 2030. The plan sets ambitious targets for reducing emissions by cutting material and energy consumption by 7 - 10% in key industries, including textiles and garments, steel, plastics, chemicals, paper, and beverages. It also seeks to promote sustainable lifestyles at the grassroots level by ensuring that all communes and wards organise public awareness campaigns on sustainable consumption, while all industrial parks, industrial clusters and traditional craft villages receive guidance on cleaner production practices.
Similarly, Phu Tho Province has issued Decision No. 1533/QD-UBND to implement the programme for the 2026 - 2030 period. The province aims to promote the efficient and sustainable management and use of natural resources while encouraging the development of environmentally friendly, renewable, reusable and recyclable materials, fuels and products.
The programme also seeks to enhance awareness and strengthen the responsibilities of authorities at all levels, businesses and local communities regarding sustainable production and consumption. At the same time, it supports enterprises and consumers in adopting innovative solutions and sustainable business models to improve resource efficiency, minimise waste generation, promote circular economy practices and advance sustainable development.
The proactive efforts of local authorities underscore the strong commitment of Vietnam's political system to making sustainable production and consumption a key driver of green and resilient economic growth.
Decision No. 889/QD-TTg approving the National Action Programme on Sustainable Production and Consumption for 2021 - 2030 also aims to promote and replicate cleaner production models as well as sustainable production and consumption practices nationwide.
