This marked a return meeting between Minister Nguyen Hong Dien and Secretary Howard Lutnick following their prior discussions in May 2025, also held in the United States. Secretary Lutnick expressed his pleasure at reconnecting with Minister Dien.
The Vietnamese delegation, led by Minister Nguyen Hong Dien in his capacity as Head of the Government Negotiating Team, included members from the negotiating team and representatives from several key ministries and agencies: Public Security, Foreign Affairs, Finance, Construction, Home Affairs, Agriculture and Environment, Science and Technology, Justice, and the State Bank of Vietnam.
Over the course of four days, the two delegations made substantial progress, narrowing differences across all areas under negotiation.
During the high-level discussions, Secretary Lutnick and Ambassador Greer commended Vietnam’s goodwill and active efforts throughout the negotiation process. They broadly agreed with the proposals put forward by Minister Nguyen Hong Dien.
The talks were conducted in a candid and constructive manner, addressing issues of mutual concern raised in Vietnam’s official response document sent to the US side. Both parties dedicated time to listening, analyzing, and clarifying positions in pursuit of mutually acceptable solutions.
On the final day of technical-level discussions, Minister Nguyen Hong Dien again held simultaneous talks with Secretary Howard Lutnick and Ambassador Jamieson Greer—marking the first time the United States proposed such a ministerial-level format for negotiations.
At this session, Minister Dien offered several proposals aimed at advancing the negotiation process and achieving meaningful outcomes, drawing on the progress made during the prior days of talks.
Both US officials appreciated the cooperative approach shown by Vietnam and expressed general agreement with Minister Dien’s ideas. They viewed these as a solid foundation for continued discussions toward reaching a formal agreement.
Later that same afternoon, Minister Dien held a one-on-one exchange with Secretary Lutnick to further clarify points discussed during the plenary session.

Secretary Lutnick reaffirmed the US commitment to its relationship with Vietnam and expressed support for Vietnam’s continued economic development. He acknowledged Vietnam’s concerns and stated that further coordination with the Office of the US Trade Representative would be undertaken to develop appropriate responses.
Minister Nguyen Hong Dien welcomed these remarks and reiterated Vietnam’s strong determination to promote a balanced and sustainable trade and economic partnership with the United States—one that serves the interests of both peoples and business communities.
The two sides agreed to task their respective technical teams with continuing exchanges to swiftly reach an agreement that aligns with both countries’ expectations and conditions.
As part of the third round of negotiations, on June 13, Minister Nguyen Hong Dien also held a separate session with Ambassador Jamieson Greer, who once again praised Vietnam’s goodwill and sustained efforts throughout the negotiation process.
