Party Committee upholds core role of comprehensive leadership

2025 marked the first full year that the National Power System and Market Operation Company Limited (NSMO) operated under a new model as an independent legal entity under the Ministry of Industry and Trade (MoIT), amid the national power system's rapid expansion in scale, increasing complexity, and strong exposure to weather fluctuations, as well as the requirement to ensure power supply for the country's major political and socio-economic events. Against this backdrop, under the direct and comprehensive leadership of the Party Committee, NSMO successfully fulfilled its assigned political tasks, affirming its core role in ensuring national energy security.

Since early 2025, the NSMO Party Committee has been officially affiliated with the Party Committee of the Ministry of Industry and Trade (MoIT). This is not merely an organizational event but also holds significant importance in strengthening the Party's direct leadership and direction over a unit playing a special role in operating the national power system and electricity market.

Delivering remarks at the conference reviewing 2025 performance and deploying 2026 tasks held in Hanoi on the afternoon of January 6, 2026, NSMO Deputy Director General Nguyen Quoc Trung stated that in 2025, the NSMO Party Committee focused on leading and directing all aspects of Party building work, regarding this as a solid political foundation for performing professional tasks. Political and ideological work was deployed systematically, timely disseminating resolutions and directives of the Central Committee, the Government Party Civil Affairs Committee, and the MoIT Party Committee, closely linked to production, business, and power system and market operation tasks. The study and dissemination of resolutions were innovated towards practicality and effectiveness, creating high unity in awareness and action throughout the Party Committee.

Additionally, the Party Committee attached special importance to organizational and personnel work. The consolidation of the organizational apparatus, development of working regulations, and strict implementation of the principle of democratic centralism were deployed synchronously from the Party Committee level to affiliated cells. Personnel planning, training, placement, and utilization were carried out strictly, publicly, and transparently, ensuring the selection of a cadre team with firm political mettle, pure moral qualities, and professional capacity meeting the requirements of operating an increasingly modern and complex power system.

According to Nguyen Quoc Trung, the NSMO Party Committee also strengthened leadership in inspection, supervision, and prevention of corruption, wastefulness, and negativity. The Party Committee's Inspection Commission was consolidated, fully issuing inspection and supervision programs, regulations, and plans, ensuring discipline and order within the Party, contributing to maintaining the purity and strength of the Party organization and enhancing management and administration effectiveness and efficiency.

Party leadership closely linked to political task performance efficiency

The leadership role of the NSMO Party Committee was clearly demonstrated through the results of political task implementation in 2025. Amid continued load growth, peak capacity setting multiple new records, and complex weather developments with 15 typhoons, 6 tropical depressions, and severe rain and flooding in both the Northern and Central Highlands regions, NSMO ensured the safe, stable, and continuous operation of the national power system, with no incidents occurring due to subjective causes.

The Party Committee led and directed the Company Leadership to develop and flexibly deploy various operation scenarios and methods for each stage and situation; requiring professional units to proactively monitor source-load developments, weather, hydrology, and fuel, thereby timely advising and proposing appropriate solutions. Close coordination with Vietnam Electricity, transmission and distribution units, power generation units, and fuel supply units (coal, gas, etc.) was maintained regularly and effectively.

One of the outstanding milestones is that NSMO conducted in-depth calculations and commanded the energizing and commissioning of many important power source and grid projects; simultaneously ensuring stable power supply for major political events such as the Hung Kings Commemoration Day, the April 30 - May 1 holiday, the 80th Anniversary of the August Revolution, and the National Day (September 2). Dispatching and operation work was performed seriously and accurately, contributing to maintaining the operational reliability of the national power system.

“In operating the electricity market, the NSMO Party Committee thoroughly grasped the principles of publicity, transparency, fairness, and compliance with the law. Operation planning, source mobilization, and electricity market price determination were carried out in accordance with regulations, contributing to stabilizing the market, controlling the system's power purchase costs, and gradually perfecting mechanisms and policies serving the development of a competitive electricity market,” he affirmed.

Additionally, under the leadership of the Party Committee, NSMO promoted the application of science and technology and digital transformation in dispatching, monitoring, and forecasting. SCADA/EMS systems, real-time operation support tools, and power system security assessment tools were exploited effectively, contributing to improving management quality and the capability to respond to complex situations.

Creating a solid foundation for the new development phase

The results achieved in 2025 demonstrate that the correct, drastic, and comprehensive leadership of the NSMO Party Committee was the key factor helping the unit successfully fulfill political tasks amidst many difficulties and challenges. “In the coming period, the NSMO Party Committee continues to clearly define the requirement of strengthening the building of a clean and strong Party, closely linking Party building work with the modernization of power system and electricity market operation,” stated Nguyen Quoc Trung.

Nguyen Quoc Trung emphasized that in 2026 and subsequent years, NSMO faces increasingly high requirements in ensuring energy security, operating a large-scale power system with an increasing proportion of renewable energy, and an increasingly perfected electricity market. This requires the Party Committee to continue to be one step ahead in leadership thinking, in organizational and personnel building, and in action orientation.

Therefore, the company is determined to focus all resources on strictly implementing Resolution No. 70 of the Politburo on ensuring national energy security by 2030, with a vision to 2045; and rigorously implementing the Prime Minister's directives on ensuring power supply during the peak periods of 2026 and the coming time.

At the same time, the Party Committee will thoroughly disseminate information to party organizations, officials, party members, and employees to clearly grasp the situation, heighten the sense of responsibility, be proactive in response plans, and avoid passivity in any situation; simultaneously deploying timely and effective natural disaster, storm, and flood prevention and control work, ensuring safe and reliable power system operation in 2026.

It can be affirmed that in 2025, NSMO successfully fulfilled professional tasks, clearly affirming the core leadership role of the Party Committee in direction and administration. This serves as a solid political foundation for NSMO to continue moving forward steadily, successfully fulfilling the mission of safely and transparently operating the national power system and electricity market, contributing to ensuring energy security and serving the country's sustainable development.
