
Three decrees, two circulars issued to implement Chemicals Law

Under Notice No. 363/BCT-HC sent to the Ministry of Finance and provincial and municipal People’s Committees to guide implementation of Law No. 69/2025/QH15, relevant legal documents have been issued and taken effect from January 17, 2026.
These include Decree No. 24/2026/ND-CP dated January 17, 2026, stipulating lists of chemicals subject to regulation under the Chemicals Law; Decree No. 25/2026/ND-CP dated January 17, 2026, detailing measures for organizing and guiding implementation of provisions on development of the chemical industry and chemical safety and security; and Decree No. 26/2026/ND-CP dated January 17, 2026, detailing and guiding implementation of provisions on management of chemical activities and hazardous chemicals in products and goods.
In particular, to promptly guide enforcement of the Chemicals Law, the Ministry of Industry and Trade has urgently issued and simultaneously implemented several legal documents with immediate effect. These include Circular No. 01/2026/TT-BCT dated January 17, 2026, providing detailed guidance on a number of articles of the Chemicals Law and Decree No. 26/2026/ND-CP on management of chemical activities and hazardous chemicals in products and goods; and Circular No. 02/2026/TT-BCT dated January 17, 2026, stipulating a number of measures for implementation of the Chemicals Law and Decree No. 25/2026/ND-CP on development of the chemical industry and chemical safety and security.

Notice No. 363/BCT-HC emphasizes that, in order to promptly facilitate business activities, avoid disruptions to input supply chains and prevent additional logistics costs, the Ministry of Industry and Trade requests relevant agencies to urgently roll out, publicize and implement administrative procedures in accordance with regulations particularly procedures for licensing chemical exports and imports while ensuring timeliness, transparency and consistency in receiving and processing applications.
Meanwhile, during the period in which the online public service system has not yet been fully deployed and operated, paper-based submission and processing of dossiers should continue in accordance with regulations to ensure that administrative procedures are not interrupted. The Ministry of Industry and Trade also calls on the Ministry of Finance and provincial and municipal People’s Committees to strengthen coordination to ensure unified and effective implementation.
On the evening of January 17, speaking with reporters from Industry and Trade Newspaper, a representative of the Chemicals Department under the Ministry of Industry and Trade said that on Monday (January 19), the Ministry will organize an online training conference for local authorities to support implementation of Law No. 69/2025/QH15 on Chemicals, ensuring smooth enforcement without disruptions.
