Quang Ninh sustains nation’s fastest growth with key strategic breakthroughs

In 2025, Quang Ninh leads the nation in economic growth, driven by breakthrough institutions, modern infrastructure and strong gains in industry and services.

New industrial base and strong recovery in services

In 2025, Quang Ninh sets a target of 14% GRDP growth, the highest in the province’s history. To achieve this goal, the entire political system, local authorities, businesses and residents have taken decisive action from the beginning of the year.

According to the nine-month socio-economic report, the province posts 12.88% growth in the third quarter, bringing the figure for the first nine months to 11.67%, ranking first among 34 provinces and cities nationwide. The economic structure continues to shift positively, with manufacturing expanding by more than 24% and becoming the key growth engine, reflecting the effectiveness of the province’s strategy to reduce reliance on mining.

Chairman of the Quang Ninh provincial People’s Committee Bui Van Khang says: “In 2025, manufacturing and modern services become the pillars of growth. More importantly, Quang Ninh has shaped a new development mindset, fast growth must go hand in hand with sustainability, rooted in strong institutions, robust infrastructure and close cooperation with the business community.”

Several high-tech industrial projects continue to accelerate progress, including EVA Quang Ninh, Lioncore 2 and Fujix Vietnam, contributing to expanded production and higher export value.

The services sector also posts a strong recovery across the province. Total import-export turnover is estimated at USD 8.68 billion, maintaining a stable structure and contributing positively to the state budget and logistics activities. Tourism remains a highlight, welcoming over 21 million visitors and generating at least VND 57 trillion in revenue.

Promotional campaigns, four-season tourism products, business networking and large-scale events have created new momentum for the sector. Director of the provincial Department of Culture, Sports and Tourism Nguyen Viet Dung notes: “Improved transport infrastructure and clear, supportive policies for businesses help Quang Ninh maintain its appeal, even amid rising competition among localities.”

For 2025, the province expects budget revenue to exceed VND 82 trillion, including more than VND 64 trillion in domestic revenue. Efforts focus on resolving bottlenecks in land-use fee collection while accelerating major revenue-generating sources such as taxes and fees. Alongside renewed leadership methods, improved forecasting and macro-economic management help the province control risks and sustain growth.

Sustaining growth and moving toward a sustainable development model

In 2025, Quang Ninh continues to demonstrate strong investment attraction, reinforcing its position as a “safe and appealing destination”. Total social investment is projected to surpass VND 500 trillion, while FDI is estimated at around USD 600 million, with 2,300 - 2,500 newly established enterprises throughout the year.

Nguyen Thi Bui, chief external operations officer and director of new energy market development for Texhong Group in Vietnam, said Quang Ninh is one of the few localities achieving both high growth and effective restructuring. The province’s efforts to screen FDI using green and high-tech criteria show it is on the right track to becoming a sustainable growth pole in northern Vietnam.

Alongside economic expansion, Quang Ninh prioritises cultural and social development, improving healthcare and education services and ensuring welfare for disadvantaged communities. National defence, security and social order remain stable, creating a safe environment for development.

Administrative reforms remain a key focus, while infrastructure continues to be upgraded, an element many investors credit as making Quang Ninh a truly “ready destination.” From land-use planning and accelerated site clearance to workforce preparation and social infrastructure for industrial parks, the province actively facilitates rapid project implementation. Its inter-regional expressways, Van Don airport, Cai Lan deep-water port and coastal logistics network position Quang Ninh as a strategic connectivity hub and open new potential for international trade and tourism corridors.

2025 marks a highly successful year for Quang Ninh. The province not only maintains high economic growth but also accelerates restructuring toward a modern, sustainable model, improving growth quality and living standards. This provides a crucial foundation for Quang Ninh to move closer to its target of becoming a centrally governed city before 2030.

Stepping into 2026, the first year of the 2025 - 2030 term, the province pursues a multi-core, multi-centre urban development model. Ha Long serves as the nucleus; Cam Pha, Van Don, and Co To focus on tourism; Mong Cai drives border trade; while Quang Yen and Dong Trieu concentrate on industry and logistics.
