Early, Focused, and Well-Directed Implementation
Right from the beginning of the year, the center has proactively collaborated with the economic and infrastructure departments of districts, towns, and cities to assess support needs, provide guidance on project proposals, and launch the first phase of the local industrial promotion program.
This initial round has delivered support to five rural industrial establishments with a total funding of VND 700 million. The beneficiaries include: Thanh Nam Interior Business Household (Dong Hoi City), Everest Central Vietnam Co., Ltd. (Le Thuy District), Van Di Agricultural Cooperative (Mai Thuy Commune, Le Thuy District), Le Van Hai Business Household, and Thanh Xuan Agricultural Production - Trade - Services Cooperative (Quang Trach District).

The total investment mobilized from these enterprises exceeded VND 7.6 billion, reflecting a strong leveraging effect from public industrial promotion funds and contributing to stable employment for more than 50 local workers.
What sets this year’s program apart is its strong alignment with the actual needs of businesses. The projects not only focus on upgrading machinery but also take a holistic approach that includes product development, brand building, and market expansion.
Specifically, four rural industrial facilities received support to install advanced machinery systems, helping to boost production capacity, enhance product quality, reduce costs, and increase competitiveness. One business was supported in product packaging and label design, improving brand value and enhancing its OCOP product profile. Another received investment to build a product showroom, facilitating direct connections with consumers and business partners.
The program spans a wide range of industries, each showcasing regional potential and strengths, from engineered wood furniture and herbal marinated chicken to bottled beverages and bedding products. This underscores how closely industrial promotion is tied to local rural economic development planning.
Beyond material support, the program has driven a shift in mindset among rural business owners. Moving away from small-scale, manual production, many are adopting more systematic approaches with scientific investment, design improvements, packaging strategies, and stronger product distribution plans.
As a result, Quang Binh’s rural industrial products are becoming increasingly diverse in design, enhanced in quality, and more competitive both within and beyond provincial borders.
According to Mr. Dao Anh Tuan, Deputy Director of the Quang Binh Department of Industry and Trade, following the first phase, the department is reviewing applications for a second support round in 2025, expected to benefit six or seven more businesses. This proactive approach reflects the province’s strong commitment to maximizing the impact of industrial promotion efforts and providing a boost to rural industry.
A Long-Term Vision for Sustainable Industrial Promotion
For the 2021–2025 period, the total public funding allocated to industrial promotion activities in Quang Binh reached VND 22.5 billion, including nearly VND 5.8 billion from the national program and over VND 16.7 billion from provincial funds. Leveraging these resources, the center has implemented a wide range of practical and effective support programs.
From national-level funding alone, the province has developed and operated four technical demonstration models applying new technologies in the production of wood pellets, high-speed wood panels, and wood chips. These initiatives not only facilitated technology transfer but also created stable jobs for nearly 200 workers.
At the local level, over 100 rural industrial facilities have received support to invest in production expansion and adopt technological advancements in various sectors, including agro-forestry-fishery processing, wooden furniture manufacturing, industrial garment production, and herbal processing. These efforts have helped generate employment for more than 1,500 rural workers, with average monthly incomes ranging from VND 5 to 7 million.
The industrial promotion program goes beyond financial and technical aid; it also fosters value chain linkages in production and consumption. Through events showcasing OCOP and outstanding rural industrial products, local businesses have gained opportunities to promote their brands, attract partners, and expand their markets.
Looking ahead, the Quang Binh Center for Industrial Promotion and Trade Promotion aims to further capitalize on both national and local funding sources. The center plans to enhance coordination with localities to identify, select, and support high-potential businesses that align with sustainable development goals. In doing so, industrial promotion will continue to serve as an effective tool to build new rural areas, develop the local economy, and improve people’s livelihoods.
