Regarding LNG-to-power projects, the Prime Minister instructed the Ministry of Industry and Trade to take the lead, in coordination with relevant ministries and agencies, in reviewing and adjusting related power development plans to ensure focused and effective investment. He also called for a comprehensive review of the existing legal framework, mechanisms and policies to clarify which provisions should remain stable, which require amendment or replacement, and which need to be supplemented, with draft revisions to be urgently submitted to competent authorities.

On that basis, relevant agencies are to examine proposals and recommendations put forward by investors and provide definitive responses, incorporating appropriate suggestions. At the same time, licenses are to be revoked and operations terminated for projects that fail to proceed in compliance with regulations. The Prime Minister underscored the need to safeguard national interests, prevent corruption and waste, and ensure a stable power supply to meet the demands of production, business and consumption.

In providing guidance for the continued refinement of the proposal on the Vietnam - China cross-border economic cooperation zone, the Prime Minister requested ministries, sectors, agencies and localities to develop specific roadmaps and action plans, ensuring the principle of “six clarities”: clear responsibilities, clear tasks, clear timelines, clear accountability, clear authority and clear deliverables.

On the afternoon, Prime Minister Pham Minh Chinh also chaired a meeting of the Government Standing Committee with relevant ministries and agencies to accelerate the progress of the Long Thanh International Airport project.
