
Stronger inter-agency coordination needed to drive export market growth

In 2026, the National Power System and Market Operation Company Limited (NSMO) identifies its top priority as continuing to ensure the safe, stable and reliable operation of the national power system, while running the electricity market in a transparent and efficient manner.
On the afternoon of January 6, 2026, in Hanoi, NSMO successfully organised the conference to review Party building work, summarise its performance in 2025 and deploy tasks for 2026.
The conference was attended by Deputy Minister of Industry and Trade Nguyen Hoang Long, along with representatives of departments, agencies and offices under the Ministry of Industry and Trade (MoIT); leaders of energy groups and corporations; domestic and international partners; and all officials and employees of NSMO and its affiliated units.
Ensuring safe and stable operation of the power system and electricity market
Addressing the conference, Nguyen Duc Cuong, Chairman of the Members’ Council of NSMO, emphasised that 2025 was a particularly significant year, marking the first phase of NSMO’s official operation under the model of a single-member limited liability company with 100% state-owned charter capital.

Amid continued challenges facing the national power system, including rapid load growth, increasingly volatile weather conditions, and stringent requirements for safety, stability and reliability, NSMO made concerted efforts to fulfil its core mandate. This included ensuring the safe, continuous and transparent operation of the national power system and electricity market, effectively serving socio-economic development, national defence and major political events of the country.
Over the past year, NSMO proactively and closely coordinated with the MoIT, Electricity of Vietnam (EVN) and relevant entities in power system planning and dispatching; organised electricity market operations in strict compliance with regulations; and safeguarded power supply security under all circumstances.
At the same time, the company maintained stable operation of specialised telecommunications and information technology infrastructure; gradually implemented investment and upgrading projects towards modernisation and synchronisation; intensified scientific research and the application of new technologies; and expanded international cooperation, Cuong noted.
The conference also acknowledged NSMO’s efforts in improving its organisational model, consolidating its management apparatus, establishing an internal governance framework, and actively contributing to the formulation and refinement of electricity sector policies and legal frameworks. In parallel, NSMO paid close attention to financial management, investment, digital transformation and the development of high-quality human resources.
Entering 2026, NSMO sets its foremost objective as continuing to ensure the safe, stable and reliable operation of the national power system, alongside transparent and efficient electricity market operations. The company will focus on investing in and upgrading technical infrastructure and operational tools with a vision towards 2030, in line with the national power development planning.

NSMO also proposed that the MoIT and relevant authorities continue to provide support in terms of mechanisms, policies, investment resources and human resource development, enabling the company to effectively fulfil its assigned role and responsibilities.
According to Nguyen Duc Ninh, General Director of NSMO, the company has proactively developed more than 10 power system operation scenarios corresponding to different load growth forecasts, ranging from 6.4% to 14.1%. These scenarios are flexibly adjusted to ensure that power system operation in 2026 closely reflects real-world conditions and meets power supply security requirements in all situations.
To enhance operational readiness, NSMO has prepared thoroughly for all scenarios with a proactive and flexible approach. Since September 2025, the company has coordinated with relevant parties to develop water storage plans for hydropower reservoirs, particularly within the Da River system.
In parallel, NSMO worked with EVN and the National Power Transmission Corporation to implement the construction of key grid projects during October and November 2025, laying a solid foundation for power system operation in 2026.
Furthermore, NSMO will strengthen the flexible and scientific operation of hydropower plants to support load balancing; optimise maintenance and overhaul schedules for generating units to maintain high availability; and ensure the progress of power source and grid projects in accordance with approved plans.
Looking ahead, NSMO will continue to accelerate the application of operational optimisation systems and tools, while coordinating with relevant entities to develop the power supply plan for the 2026–2030 period. The company will also further assert its core role in mastering technology, implementing scientific research projects, promoting digital transformation, and expanding international cooperation with advanced power system operators worldwide.
In the face of ongoing challenges, the close guidance and timely orientation from the MoIT remain a critical compass, providing a solid foundation for NSMO to successfully accomplish its mission and contribute to national energy security.
Ready for major goals ahead
Commending NSMO’s achievements in 2025, Deputy Minister Nguyen Hoang Long highly appreciated the efforts of NSMO’s officials and employees in ensuring the safe operation of the power system and electricity market amid numerous difficulties and challenges. These achievements, he noted, contributed significantly to the overall accomplishments of the power sector in 2025.

The Deputy Minister stressed that 2026 holds special significance as the first year of the country’s new development phase and the inaugural year of implementing the Resolution of the 14th National Party Congress. Central to this process are the major orientations and tasks outlined in Resolution No. 70 of the Politburo.
According to Deputy Minister Nguyen Hoang Long, Resolution 70 serves as a guiding compass and a beacon for action across the entire energy sector. In addition, the National Assembly has issued Resolution No. 253/2025/QH15 on mechanisms and policies for national energy development for the 2026–2030 period.
Notably, this resolution includes two provisions directly related to NSMO, providing an important legal basis for the company to further refine its organisational model and enhance its capacity to perform assigned tasks.
Against this backdrop, the Deputy Minister expressed expectations that NSMO would engage more deeply and contribute its expertise and intellectual resources to the drafting, refinement and promulgation of the amended Electricity Law, as well as other key policy mechanisms of the electricity sector, particularly the roadmap for developing and operating the electricity market at various levels.
These mechanisms and policies are foundational, laying the groundwork for the long-term development of the power sector in the years ahead.
He also urged NSMO to continue ensuring the safe and stable operation of the power system and electricity market, strictly adhering to the principles of openness, fairness and transparency.
At the same time, NSMO was requested to closely coordinate with the MoIT and EVN in organising power system and electricity market operations in a flexible manner, tailored to specific periods and conditions. The proactive development of multiple operational scenarios, he noted, is not only a practical requirement but also a clear reflection of the professional depth and stature of NSMO’s engineers and experts, particularly as the power system becomes increasingly diverse with the participation of state-owned and private entities.
Deputy Minister Nguyen Hoang Long further called on NSMO to accelerate sector modernisation, affirming that the Ministry would create the most favourable conditions in terms of mechanisms, policies and resources for NSMO to modernise and strengthen the capacity of regional load dispatch centres. This includes the early deployment of new operational models and tools to meet sectoral development demands, as well as building a lean, efficient and highly disciplined workforce.

In 2026, NSMO’s leadership and workforce are committed to translating these directives into concrete action programmes, fostering unity, innovation and determination to overcome challenges and successfully fulfil all assigned targets and tasks.
On this occasion, NSMO also marked the first anniversary of the signing of a memorandum of understanding with the Newspaper off Industry and Trade for the 2025 - 2030 period, reviewing communication activities in 2025 and identifying lessons learned and solutions to further enhance media coordination in 2026 and beyond.
