The National Industrial Promotion Program is helping rural enterprises upgrade technology, expand markets and strengthen competitiveness amid Vietnam’s growth push

Over the years, the National Industrial Promotion Program has rolled out a wide range of activities to support small and medium-sized enterprises in applying technology to production and expanding markets. As Vietnam accelerates the development of the private economic sector to achieve double-digit growth targets, the role of the program is becoming increasingly significant.

Accompanying enterprises in technological innovation

Over the years, many rural industrial enterprises nationwide have gradually mastered technology thanks to support from the National Industrial Promotion Program. In Vinh Long province, the project on “Supporting the application of advanced machinery and equipment in non-fired brick production,” implemented at Vinh Long Phuoc Non-Fired Brick Manufacturing Co., Ltd., has become an important “lever” helping the enterprise overcome existing barriers.

The project had a total investment of VND 660 million, including VND 300 million funded by the National Industrial Promotion Program, while the remainder was contributed by the enterprise. With the support, Vinh Long Phuoc Non-Fired Brick Manufacturing Co., Ltd. completed the investment in a semi-automatic non-fired brick production line, including a main pressing machine, raw material mixer, conveyor system, stacking machine and synchronized brick molds.

All equipment was 100% new and operated stably, meeting high-intensity production requirements. The production line was designed in a semi-automatic direction, helping reduce dependence on manual labor while improving product accuracy and uniformity.

Tran Nhuy Lan Thao, Director of Vinh Long Phuoc Non-Fired Brick Manufacturing Co., Ltd., said: “Previously, the company’s production activities relied heavily on manual labor, resulting in low productivity and high costs. Thanks to support from the industrial promotion program, we boldly invested in modern machinery and equipment, creating a clear transformation in production.”

According to Tran Nhuy Lan Thao, the synchronized investment in equipment not only helped improve production capacity but also laid the foundation for the company to expand its scale in the future and better meet market demand.

Not only in Vinh Long, many other localities are also promoting the effectiveness of national industrial promotion funding in supporting enterprises’ technological innovation. Through projects supporting the application of advanced machinery and equipment, many rural industrial establishments have gradually improved labor productivity, reduced production costs, enhanced product quality and increased competitiveness in the market. As a result, enterprises have gained better conditions to participate more deeply in supply chains, expand consumption markets and gradually build local product brands.

Similarly, under Government Decree No. 45/2012/ND-CP on industrial promotion, in 2025, the Thai Binh Industrial Promotion and Industrial Development Consultancy Center, now under Hung Yen province, implemented several projects supporting enterprises in applying modern machinery and equipment. Among the beneficiaries of support from the National Industrial Promotion Program was Nhuan Hung Industry and Trading Joint Stock Company in Dong Hung commune, Hung Yen province.

With limited initial capital, the machinery system serving production at Nhuan Hung Company had become outdated, inconsistent and low in productivity, making its products less competitive. Facing increasingly stringent requirements from the mechanical engineering and construction markets, the company decided to boldly invest in technological innovation.

“Thanks to support from the National Industrial Promotion Program in 2025, we invested in a modern corrugated iron rolling system and coil slitting machine. The new equipment helps increase production speed while ensuring product quality and uniformity, thereby enabling us to better meet large orders both inside and outside the province,” said Trinh Quang Hung, Director of Nhuan Hung Industry and Trading Joint Stock Company.

In addition to machinery and equipment support, the National Industrial Promotion Program has also assisted enterprises in participating in trade fairs and exhibitions, connecting business partnerships, building brands and promoting products. This is considered an important factor helping many small and medium-sized enterprises in rural areas expand market outlets, access modern distribution systems and gradually meet export market requirements.

Timely support from the National Industrial Promotion Program has not only helped ease financial pressure but also created momentum for enterprises, especially small and medium-sized businesses, to boldly invest in technological innovation. In addition, selecting the right beneficiaries and addressing the actual needs of project-implementing units has contributed to improving the efficiency of state funding while strengthening business confidence in production development, thereby contributing to local and national economic growth.

Nguyen Van Dong Phuong, Director of the Vinh Long Industrial Promotion and Trade Promotion Center, said supporting enterprises in investing in advanced machinery and equipment not only improves production capacity but also helps transform production methods toward modernization and environmental friendliness. This is an important orientation of the National Industrial Promotion Program.

Besides improving production capacity, industrial promotion projects have also contributed to creating stable jobs for rural workers, increasing people’s incomes and promoting local economic restructuring. Many enterprises, after receiving support, have boldly expanded production scale and recruited more workers, thereby contributing to the sustainable development of rural industry.

As Vietnam targets the development of the private economic sector, the role of the National Industrial Promotion Program has become increasingly evident. In Resolution No. 68-NQ/TW on private economic development, the Politburo identified the private sector as one of the most important drivers of the national economy and a pioneering force in science and technology development, innovation and digital transformation, contributing to the successful implementation of Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation. Notably, Vietnam aims to have 2 million operating enterprises in the economy by 2030, equivalent to 20 enterprises per 1,000 people, with at least 20 large enterprises participating in global value chains.

To achieve these goals, experts said it is necessary to introduce policies supporting the private business sector, especially rural industrial enterprises, enabling them to invest in machinery, innovate technology, improve product quality and better meet market demand. Therefore, the National Industrial Promotion Program is becoming increasingly important, serving as a “lever” for rural industrial enterprises to rise alongside the country.
