The Ministry of Industry and Trade has issued urgent measures to implement Government resolutions, aiming to drive growth and ensure energy security in 2026

The Ministry of Industry and Trade (MoIT) has rolled out a series of measures to implement the Government’s resolutions aimed at promoting economic growth in 2026, with its leader requesting heads of affiliated units to urgently and strictly carry out assigned tasks.

Focusing on institutional improvement

The MoIT has issued Document No. 1081 on implementing Government resolutions adopted at the Government Conference with localities and at the Government’s regular meetings in December 2025 and January 2026.

Acting Minister of Industry and Trade Le Manh Hung directed all units to thoroughly grasp the Resolution of the 14th National Party Congress, as well as resolutions and conclusions of the Party Central Committee, the Politburo, the Secretariat, the National Assembly and its Standing Committee. He called for the effective implementation of the Government’s Action Program and Resolution No. 01 and Resolution No. 02 dated January 8, 2026.

Units are required to proactively prepare draft proposals for the 2026 working programs of the Politburo, the Secretariat, the Government, and the Prime Minister, ensuring both progress and quality.

They must urgently complete dossiers of draft laws and resolutions under the 2026 legislative program, particularly those to be submitted at the first session of the 16th National Assembly. The ministry also urged faster issuance of detailed regulations and guidelines for laws and resolutions already passed by the legislature, avoiding delays or legal “gaps.”

In addition, strict compliance with the Government’s working regulations is required, along with the settlement of overdue tasks and projects and stronger discipline in the drafting of legal documents.

Ensuring energy security, boosting consumption and exports.

The Electricity Authority of Vietnam is tasked with safeguarding national energy security and effectively implementing Directive No. 01 of the Prime Minister on ensuring sufficient electricity supply for production, business and daily life during peak periods in 2026 and the 2027 - 2030 period, without shortages under any circumstances. It is also required to remove bottlenecks for delayed projects and accelerate key national energy projects in line with Decision No. 2634 dated December 2, 2025.

The Market Surveillance Agency is assigned to effectively implement demand-stimulus measures and price stabilization programs, ensuring adequate supply of essential goods, particularly before, during and after the Lunar New Year holiday. It will launch peak campaigns against smuggling, trade fraud and counterfeit goods, strengthen price control and strictly handle violations.

The ministry will continue to effectively implement the campaign “Vietnamese people prioritize using Vietnamese goods” and strive to raise total retail sales of goods and consumer service revenue by 13 - 15% in 2026.

In import-export and trade promotion, relevant units are required to enhance monitoring and promptly address difficulties at border gates, step up trade promotion, diversify markets, build brands for high-quality Vietnamese products and effectively utilize the 17 signed free trade agreements.

Accelerating digital and green transformation

The Vietnam E-commerce and Digital Economy Agency will advance national digital transformation in tandem with ensuring cybersecurity and safety, while completing databases that are “accurate, sufficient, clean, live, interconnected and unified for shared use” to serve administrative procedures.

The Agency for Innovation, Green Transition and Industry Promotion will implement green transformation solutions in the industry and trade sector, develop energy-saving and environmentally friendly products with low carbon emissions, and carry out electricity-saving measures in accordance with Directive No. 20.

The Department of Planning and Finance and Enterprise Management will accelerate the disbursement of public investment capital, ensuring 100% of the 2026 public investment plan assigned by the Prime Minister is disbursed. It will also strengthen state management in anti-corruption, thrift practice, waste prevention, and public asset management.

The ministry’s Office will continue to promote administrative reform, cut and simplify procedures related to production and business activities, improve the quality of online public services and enhance administrative discipline.

The MoIT leadership has requested heads of its affiliated agencies and units to focus urgently and seriously on implementing assigned tasks.
