According to the notice, in order to firmly ensure national energy security, secure electricity supply for socio-economic growth targeted at double-digit rates in the coming years, and effectively implement Decision No. 768/QD-TTg dated April 15, 2025 of the Prime Minister approving the adjustment of the National Power Development Plan for the 2021 - 2030 period with a vision to 2050 (PDP VIII), together with its adjusted implementation plan, the Ministry has requested relevant agencies and units to carry out the following tasks:

For provincial and municipal People’s Committees

Local authorities are required to seriously, decisively, and effectively implement the tasks and solutions assigned by the Prime Minister under Decision No. 768/QD-TTg and related directives and coordination documents issued by Ministry of Industry and Trade.

Provinces and cities must urgently incorporate power generation and grid projects identified in the adjusted PDP VIII into provincial planning and technical or sectoral plans, including construction, urban, rural, and land-use planning, as a basis for organizing investment and project development. They are also required to select investors for power projects within their jurisdiction and allocate land funds for power infrastructure development in accordance with the law.

Local governments are instructed to develop detailed implementation plans, clearly assign responsibilities to specialized agencies under provincial People’s Committees and to commune-level authorities in project areas, in order to ensure effective execution of the adjusted PDP VIII and its approved implementation plan.

For projects that have not yet received investment policy approval or investor selection, local authorities must immediately initiate investor selection in line with the adjusted PDP VIII, clearly report the reasons for delays and existing difficulties or obstacles, and propose alternative solutions to ensure power supply in cases where projects fail to meet scheduled timelines.

For projects with investors already selected, provincial authorities are to closely coordinate with investors to expedite appraisal of feasibility studies, detailed construction designs following basic designs, and inspection and acceptance procedures in accordance with construction laws. They must also proactively work with investors on land clearance, compensation, resettlement, and relocation, while actively supporting and facilitating investors and contractors during construction to ensure projects are completed on schedule.

For projects currently under construction, local authorities are required to direct maximum resources toward resolving bottlenecks within their authority so that projects can be put into operation at the earliest possible time.

Provincial and municipal People’s Committees will bear full responsibility before the law, the Government, and the Prime Minister in cases where power projects fall behind schedule compared with approved plans.

Regarding the implementation of National Assembly Resolution No. 253/2025/QH15, the notice notes that on December 11, 2025, the National Assembly passed Resolution No. 253/2025/QH15 on mechanisms and policies for national energy development in the 2026 - 2030 period, which will take effect from March 1, 2026. The Ministry requests localities to review the new provisions of the Resolution and organize effective implementation.

The Resolution allows for adjustments and updates to planning without changing overarching viewpoints, objectives, or major orientations, and without increasing total installed capacity by power source type as stipulated in the national power development plan.

Accordingly, based on Article 4 of the Resolution, localities are required to review projects within their areas that need adjustment or updating in the national power development plan or provincial power network development plans. Relevant agencies must conduct comprehensive assessments and prepare planning dossiers, clearly addressing legal grounds and necessity, current status, scale, timelines and key technical parameters of proposed adjustments, impacts on regional power generation and grids, coordinated solutions for generation and transmission to ensure power supply, socio-economic effectiveness, and specific recommendations.

Planning dossiers must be finalized in line with the decentralization provided under Government Decree No. 56/2025/ND-CP dated March 3, 2025, and submitted to competent authorities for consideration after the Resolution takes effect, ensuring consistency between national power planning, provincial planning, and related sectoral plans.

For investors in power generation and grid projects

Investors are urged to accelerate project implementation, bringing plants into operation three to six months earlier than scheduled under approved plans, while ensuring compliance with procedures and quality standards. In case of difficulties or obstacles, investors must clearly report the issues and propose solutions to meet required timelines.

For LNG thermal power projects, investors are required to expedite implementation and put projects into operation before January 1, 2031 in order to qualify for applicable mechanisms under Clauses 2 and 3, Article 15 of Government Decree No. 56/2025/ND-CP dated March 3, 2025, as amended by Decree No. 100/2025/ND-CP dated May 8, 2025.

If approved timelines are not met, investors in LNG gas-fired power projects will bear full responsibility for project efficiency in accordance with the law at the time the projects commence operation.

For flexible power source projects, interested investors are encouraged to proactively coordinate with local authorities to identify specific project locations and promptly complete investment preparation procedures to ensure on-schedule operation under the plan.

For power grid projects, investors must focus all efforts on construction investment, ensuring both progress and quality of assigned grid works, particularly projects supplying electricity to northern regions and projects related to electricity imports from Laos.

Ministry of Industry and Trade requests provincial and municipal People’s Committees, as well as investors in power generation and grid projects, to urgently and seriously implement the above requirements.
