Fulfilling assigned tasks
On the afternoon of January 10 in Hanoi, the Vietnam Chemical Agency held a conference to review its performance in 2025 and outline orientations and tasks for 2026. Deputy Minister of Industry and Trade Truong Thanh Hoai attended and delivered guidance at the event.
The conference was also attended by representatives from MoIT departments and agencies, enterprises, as well as civil servants, public employees and workers of the Chemical Department.

Reporting on the implementation of tasks in 2025 and the work plan for 2026, Hoang Quoc Lam, Deputy Head of the Vietnam Chemical Agency, said that thanks to the close guidance of the Party Committee and MoIT leadership, together with the efforts of its staff, the department basically fulfilled all assigned tasks in 2025.

Regarding law-making, the department completed on schedule the drafting of the revised Law on Chemicals, four decrees detailing and guiding the implementation of the law, and two circulars. It also participated in reviewing, commenting on and formulating various other legal documents related to the chemical sector.
In 2025, the department effectively implemented the Strategy for the Development of Vietnam’s Chemical Industry to 2030 with a vision to 2040, in line with the objectives, viewpoints and orientations approved by the Prime Minister under Decision No. 726/QD-TTg dated June 16, 2022.

Particular attention was paid to inspection, supervision and handling of administrative violations in the chemical sector. The department issued Plan No. 02/KH-HC dated January 21, 2025 on inspecting compliance with regulations on chemical activities.
From January 1, 2025 to the present, the department inspected 45 out of 55 companies as planned, proposed removing six companies from the inspection list, and expected to complete inspections of the remaining four companies in December 2025. It also conducted surprise inspections and inspections under Directive No. 10/CT-BCT dated November 5, 2024 of the Minister at 20 companies.

To date, administrative penalties have been imposed on 50 companies, with total fines and recovered amounts paid to the state budget reaching nearly VND 10 billion. Additional sanctions were applied, including revocation of certificates or licenses for chemical production and trading at eight companies, and suspension of import activities at two companies.
In parallel, the department developed a plan to disseminate in-depth knowledge on the prevention of and response to chemical incidents for enterprises involved in hazardous chemicals. This included publishing guidance articles on prevention measures, technical solutions and coordination mechanisms for chemical incident response on the websites of the MoIT and the Chemical Department.
It also organized conferences and workshops in Da Nang, Ho Chi Minh City, and Hanoi to disseminate regulations on chemical safety, reporting regimes, and prevention and response to chemical incidents.
Focusing on nine key tasks
Identifying the chemical industry as a foundational sector with significant impacts on socio-economic development, the Vietnam Chemical Agency has outlined nine key tasks for 2026.

First, it will develop and complete the 2026 plan for drafting legal documents, while continuing to monitor and assess the impacts of the Law on Chemicals and its guiding documents in order to address remaining shortcomings after their entry into force.
Second, the department will monitor, inspect, review and evaluate the annual implementation of the chemical industry development strategy to 2030 with a vision to 2040, in line with the approved roadmap, and implement tasks assigned under the pharmaceutical chemistry programme.
Third, it will effectively carry out administrative procedures already announced within MoIT’s state management functions, while reviewing procedures in charge to complete plans for administrative simplification. Administrative procedures will be accurately and promptly updated on the national database.
Fourth, the department will further strengthen focused and targeted inspections in the chemical sector. In 2026, it plans to inspect 40 companies, while continuing surprise inspections and inspections under Directive No. 17/CT-BCT dated November 15, 2025 on the management and control of specially controlled and other hazardous chemicals, in close coordination with central and local authorities.

Fifth, it will develop and implement a 2026 plan on dissemination and education of laws, focusing on new provisions of the 2025 Law on Chemicals and its guiding documents, along with the preparation of implementation guidelines and organization of dialogues on chemical management through mass media.
Sixth, the department will strengthen support for addressing difficulties faced by enterprises in implementing new administrative procedures under the 2025 law, while maintaining and upgrading the national chemical database system.
Seventh, international cooperation will be enhanced through experience-sharing with countries in the region and worldwide, active participation in international forums on chemical safety, and mobilization of technical assistance from international organizations.
Eighth, the department will promote information technology application and digital transformation, focusing on the development and completion of the national database on chemicals and investment projects in the chemical industry.
Ninth, it will perform other routine tasks in line with its assigned functions and responsibilities.
In 2025, the management and operation of the national chemical database system were implemented in a synchronized manner, ensuring stable and secure operation and meeting state management requirements. The department regularly reviewed and updated data on chemicals, enterprises and periodic reports, ensuring that information in the system remained complete, accurate and compliant with current regulations.
