
Hung Yen industrial promotion activities in 2026-2030: Toward supporting enterprises in digital transformation

Supporting digital transformation and the application of science and technology
Pursuant to the Government’s Decree No. 45/2012/ND-CP on industrial promotion; Circular No. 46/2012/TT-BCT of the Ministry of Industry and Trade detailing several provisions of Decree No. 45/2012/ND-CP; and Circular No. 28/2018/TT-BTC of the Ministry of Finance guiding the formulation, management and use of industrial promotion funds, among others, the Hung Yen provincial People’s Committee has approved the Industrial Promotion Program for the 2026-2030 period.

Industrial promotion in 2026-2030 focuses on supporting enterprises in digital transformation.
Accordingly, the program’s main objectives focus on four key areas. First, to mobilize and efficiently utilize all resources for the development of industry and handicrafts in a rapid, effective and sustainable manner, in association with new rural development and the province’s economic restructuring toward industrialization and modernization.
Second, to promote industrial promotion activities in a manner that combines efforts of the State and enterprises along sectoral value chains, with a focus on digital transformation; to strengthen support for the application of science, technology and innovation in order to improve productivity, quality and added value of rural industrial products.
Third, to encourage and support cleaner production, sustainable production and consumption, and digital transformation to improve the efficiency of natural resource use, materials and fuels, in tandem with environmental protection, thereby advancing the green economy, circular economy and digital economy.
Fourth, to support and create favorable conditions for organizations and individuals from all economic sectors to invest in the development of industry and handicrafts in the province, enhancing competitiveness and enabling participation in domestic, regional and global value chains.
In terms of specific targets, the Hung Yen Industrial Promotion Program for 2026-2030 will prioritize support for the development of technical demonstration models, the application of advanced machinery and technological production lines, and the adoption of scientific and technical advances in industrial and handicraft production.
The program also sets targets to support the establishment of five technical demonstration models; assist 119 rural industrial establishments in applying advanced machinery, equipment and technological lines; and organize three rounds of provincial-level voting for typical rural industrial products. In addition, it aims to support 10 rural industrial establishments in building and registering product trademarks.
The program places emphasis on supporting rural industrial establishments in innovative start-ups, enhancing competitiveness for participation in value chains, digital and green transformation, and the development of new business models, while promoting the application of technology, innovation and digital transformation. At the same time, it seeks regulatory documents on financial management and improves the capacity for organizing industrial promotion activities at all levels.
Industrial promotion as a key solution for economic restructuring
To effectively implement the set objectives, the Hung Yen Industrial Promotion Program for 2026-2030 focuses on two groups of solutions: state management and mobilization of financial resources for industrial promotion activities.

Strengthening communication and dissemination of industrial promotion and rural industry activities.
Regarding state management, the province requires Party committees and authorities at all levels to strengthen leadership and direction over industrial promotion activities, considering them a key solution for economic restructuring toward industrial development, contributing to the implementation of the national target program on new rural development. At the same time, relevant agencies are tasked with regularly reviewing, amending and regulatory frameworks governing industrial promotion, ensuring focused and prioritized support, particularly in areas with strong spillover effects and significant impacts on the development of supporting industries, key sectors and products aligned with local potential and advantages.
The program also calls for improving the quality of surveys and the formulation of industrial promotion projects; strengthening inspection and supervision to ensure that funds are used for the right purposes, beneficiaries and in compliance with legal regulations. It emphasizes enhanced communication and dissemination of industrial promotion policies and rural industry development to foster awareness and consensus among authorities, organizations and individuals, as well as strengthened coordination among state management agencies and socio-political organizations.
In terms of financial resources, Hung Yen will proactively seek support from the national industrial promotion fund on an annual basis and propose central budget support for projects investing in infrastructure for industrial clusters in the province. Notably, the province will ensure adequate and timely allocation of its local industrial promotion budget to meet funding demands and effectively implement the program. At the same time, it will encourage rural industrial establishments, organizations and individuals to actively participate in industrial promotion activities.
The program also focuses on enhancing the capacity for organizing industrial promotion activities through the development, maintenance and dissemination of databases and online platforms on industrial promotion, cleaner production, and sustainable production and consumption. Training and capacity-building programs will be organized for consultants and collaborators involved in industrial promotion.
In parallel, support will be provided to rural industrial establishments in applying information technology in managing industrial promotion activities. Study tours and experience-sharing visits to other provinces and cities will be organized, along with thematic workshops and conferences to review and evaluate industrial promotion activities. Efforts will also be made to consolidate the organizational apparatus, invest in facilities and equipment for the provincial Industrial Promotion Center, and develop a network of consultants and collaborators, with a target of having one industrial promotion collaborator in each commune or ward.
The Hung Yen Industrial Promotion Program for 2026-2030 aims to intensify industrial promotion activities through a combination of state and enterprise efforts along sectoral value chains, with a focus on digital transformation, while enhancing support for the application of science and technological innovation to improve productivity, quality and added value of rural industrial products.
