Strong impact from 2021-2025 initiatives

Between 2021 and 2025, Bac Ninh effectively implemented the National Industrial Promotion program under Decision no. 1881/QD-TTg, issued by the Prime Minister, with a focus on key priorities such as establishing technical demonstration models and supporting the adoption of advanced machinery in production. With a total budget of over VND 33.4 billion, comprising VND 7.42 billion from national industrial promotion funds and VND 26.016 billion from local funds; numerous projects have delivered tangible results.

The standout achievement lies in deep investments in technological upgrades and technical demonstration models. From 2021 to 2024, Bac Ninh allocated VND 1.8 billion from national funds to support six rural industrial facilities and nearly VND 19.2 billion from local funds to assist 64 facilities in acquiring modern machinery. Additionally, funded with 3 billion VND, three technical demonstration models have emerged as standout showcases of new technologies, unveiling fresh products to the market.

These initiatives have created a ripple effect: reduced production costs, enhanced productivity, optimized use of materials and fuel, minimized environmental pollution, diversified product offerings, and improved product quality. Bac Ninh’s rural industrial products have gained stronger competitiveness, gradually capturing markets both within and beyond the province. Notably, the active participation of enterprises through co-funding in these projects underscores a collaborative partnership between the state and producers, proving that industrial promotion is not mere subsidization but a catalyst for investment and innovation.

In 2025, Bac Ninh plans to sustain this momentum by requesting VND 1.5 billion from national industrial promotion funds to support five facilities in adopting advanced machinery. Concurrently, local funds of over VND 5.4 billion will aid 17 facilities in machinery investments, two facilities in product promotion displays, and activities such as surveys, awareness campaigns, and program evaluations. These efforts reflect Bac Ninh’s commitment to maintaining continuous development without disrupting the support chain.

The technical demonstration models have proven to be a springboard for enterprise innovation. By leveraging these models, many facilities have confidently scaled up operations, upgraded production lines, and transformed small-scale handicraft production into market-ready goods. This approach has also revitalized traditional crafts, linking industrial production with agriculture and contributing to the province’s economic restructuring.

Scaling Up for 2026-2030

Looking ahead to 2026-2030, Bac Ninh has outlined a clear strategy to further strengthen technical demonstration models and machinery support as core measures to enhance the competitiveness of its rural industry.

The province aims to support the development of three new technical demonstration models for innovative products, facilitate technology transfers, and provide advanced machinery to approximately 90 rural industrial facilities. Additionally, Bac Ninh plans to organize two trade fairs showcasing exemplary rural industrial products, two provincial-level product selection programs, and multiple domestic trade fairs to boost promotion and business opportunities.

A key focus for the upcoming phase is aligning industrial promotion with green growth, sustainability, and digital transformation. Cleaner production practices and digitalization in management and product distribution will complement the adoption of advanced machinery. This holistic approach ensures that industrial promotion not only provides equipment support but also empowers enterprises to integrate deeper into value chains and connect with domestic and international markets.

Bac Ninh also emphasizes mobilizing diverse resources, both domestic and foreign, through public-private partnerships and integrating funds with other programs to maximize impact. Prioritizing technical demonstration models will remain a “key” to scaling up new technology applications, enabling rural producers to create high-tech, high-value-added products.

To support these goals, Bac Ninh has proposed comprehensive measures: refining policies, enhancing oversight, addressing enterprise challenges, and developing technical support and innovation hubs for small and medium-sized enterprises. The province also plans to promote rural industrial products on e-commerce platforms and connect them with modern distribution networks to expand market reach.
