General Secretary To Lam emphasized that since the founding of the Democratic Republic of Vietnam, successive government leaders have served as both administrators and frontline “soldiers” in governance, acting as architects and builders of the initial frameworks of a socialist rule-of-law state under challenging conditions. During the prolonged resistance wars, the government mobilized the entire nation, leveraging limited resources to sustain the country, organize production, provide logistics, and safeguard the nation’s existence, embodying the spirit of “remaining steadfast amid myriad changes.”

Following national reunification, the government worked tirelessly to heal the wounds of war, rebuild the nation, pilot new mechanisms, and initiate transformative governance reforms. Transitioning from a centrally planned economy to a socialist-oriented market economy, the government laid the foundation for sustainable development, modernizing agriculture, advancing rural development, and expanding social welfare, education, and healthcare.

General Secretary To Lam underscored that from cautious first steps to increasingly refined institutional reforms, successive governments have steadfastly paved the way for Vietnam’s transformation.

On the foreign affairs front, the government has adhered to a policy of independence while proactively integrating into the global community, expanding partnerships, and promoting new-generation free trade agreements. Strategic infrastructure connectivity has positioned Vietnam as a responsible member of the international community.

Speaking on behalf of the government, Prime Minister Pham Minh Chinh extended gratitude to President Ho Chi Minh, revolutionary predecessors, heroic martyrs, Vietnam heroic mothers, and all citizens who have contributed to building and defending the nation.

The Prime Minister recalled that on August 28, 1945, the Provisional Government of the Democratic Republic of Vietnam issued a declaration establishing the first revolutionary government, led by President Ho Chi Minh with 15 members, laying the groundwork for the nation’s first revolutionary state. Over the past 80 years, the Vietnamese Government has navigated numerous challenges, from the resistance wars against French colonialists and American imperialists to liberating the South, reunifying the country, rebuilding post-war, establishing a new economy, and pursuing reform, openness, and international integration.

Throughout this journey, the government has achieved significant victories, marking turning points that have “shifted circumstances and transformed the state of affairs”. These accomplishments can be summarized in eight key milestones:

1. Establishing revolutionary governance: Safeguarding the achievements of the August Revolution and organizing the first National Assembly and Constitution.

2. Leading the resistance against French colonialists: Securing the historic Dien Bien Phu victory in 1954.

3. Winning the resistance against the American Empire: Liberating the South and reunifying the nation in 1975.

4. Post-war reconstruction: Developing the economy, addressing war consequences, and supporting Cambodia’s liberation from genocide.

5. Successful economic reform: Opening up and integrating globally, improving living standards, and transforming Vietnam into a dynamic, open, and deeply integrated economy.

6. Safeguarding sovereignty and stability: Protecting independence, sovereignty, political security, and social order while advancing international integration to maintain peace.

7. Streamlining governance: Reorganizing the administrative apparatus for efficiency, establishing a two-tier local government system, and improving administrative procedures to better serve the people.

8. Holistic development in the new era: Focusing on sustainable growth, science and technology, digital transformation, industrialization, modernization, social welfare, and ensuring no one is left behind.

These achievements underscore the Vietnamese government’s role as a creator, operator, innovator, and driver of development, establishing a solid foundation for the nation’s aspiration to become a prosperous, civilized, and thriving country.
