The preparation and development of documents submitted to the Congress hold special significance, serving not only as a review of 40 years of the renovation process, 35 years of implementing the Platform for National Construction (1991), and 5 years of implementing the Resolution of the 13th National Party Congress, but also charting the vision and strategic orientations for the country's new development phase. Politburo Member Nguyen Van Nen, Standing Member of the Sub-Committee on Documents of the 14th National Party Congress, spoke with the Nhan Dan Newspaper regarding new and breakthrough viewpoints and guidelines in the draft documents.

- The draft documents submitted to the 14th National Party Congress have timely updated the Party's new strategic guidelines and decisions. This serves not merely as a content supplement but creates a “lever” to accelerate the documents' implementation in reality. Could you share the significance of this viewpoint in the new revolutionary phase?

Politburo Member Nguyen Van Nen: One of the very important renovation guidelines with a breakthrough nature in directing and implementing the content of the documents submitted to the 14th Party Congress is the early deployment of new decisions and strategies before the Congress. Through practical testing combined with experience distilled from 40 years of renovation, these are included in the draft documents for the 14th Congress to consider and resolve.

This demonstrates the Party's mindset, vision, acumen, and timeliness in grasping the era's development trends, while accurately reflecting the country's practical requirements, igniting development aspirations, and creating trust and high consensus throughout society.

New decisions become the primary driving force and an important “lever” promoting development, such as science, technology, innovation, and digital transformation; establishing a new growth model; developing the state economy; identifying the private economy as the most important driving force; developing the data economy and digital economy; and promoting digital transformation, green transition, energy transition, and the restructuring and quality improvement of human resources. Building a national data ecosystem. Especially streamlining the political system apparatus and building a two-tier local government...

It can be affirmed that this is an important preparatory step to lead the Vietnamese revolution into a new era of development: Continuing to strongly innovate mindset and methods, promoting strategic breakthroughs, creating a new development ecosystem, ensuring the viewpoint of using development for stability and stability to promote rapid and sustainable development; ensuring independence, self-reliance, self-strengthening, and strategic autonomy; maintaining the socialist orientation; and continuously improving the people's life and happiness. This creates an important and solid foundation for drastic, synchronous, and effective action immediately after the Congress.

- Among the three strategic breakthroughs identified in the draft documents of the 14th Congress, could you share what are the core and key contents that need to be prioritized for the coming period?

Politburo Member Nguyen Van Nen: The three strategic breakthroughs mentioned in the draft documents are all very important and closely linked. Each content and solution is expressed in the Action Program very specifically and clearly, including:

First, there must be a strong breakthrough in institutions to perfect institutions for rapid and sustainable development, ensuring a transparent and fair legal environment that encourages innovation. This is the key factor to unclog, release, and effectively promote all resources; promoting decentralization and delegation of power in development management and governance between the Central and local levels, promoting the role of autonomy and self-responsibility of localities; and promoting breakthroughs in science, technology, innovation, and digital transformation to serve and create development.

Second, innovating and improving the quality of education and training; implementing policies on “recruiting the wise and treating the talented” to cherish talent; continuing to focus on developing high-quality human resources, especially in science and technology, to meet the requirements of digital transformation and the Fourth Industrial Revolution. Building a team of leadership and management officials at all levels of the political system, especially strategic-level and grassroots-level officials who are truly exemplary, possess advanced thinking and governance capacity suitable for the new organizational model and the country's breakthrough development requirements.

Third, investing in synchronous and modern infrastructure, especially digital infrastructure and strategic transport infrastructure, as well as infrastructure serving digital transformation, green transition, energy transition, and climate change adaptation. This will be the condition to connect and effectively spread development.

Thus, it can be said that institutions are the “key paving the way,” human resources are the “endogenous resource,” and infrastructure is the “foundation” for development. These three factors need to be deployed synchronously. In each stage, priority order can be considered to suit construction and development requirements.

- Regarding directions, tasks, and solutions for Party building and rectification, what contents have been supplemented and adjusted to ensure the 14th Congress marks the beginning of a new development era, aiming to realize the two 100-year goals?

Politburo Member Nguyen Van Nen: Directions, tasks, and solutions for Party building and rectification have been supplemented and adjusted with many important contents to ensure the 14th Congress becomes a starting milestone for a new development era. This creates a solid foundation to successfully realize the goal by 2030 of becoming a developing country with modern industry and high average income; and realize the vision by 2045 of becoming a developed, high-income country for a peaceful, independent, democratic, prosperous, civilized, and happy Vietnam, steadily marching toward socialism.

The draft documents submitted to the 14th National Party Congress, especially the Political Report and the Action Program for implementing the Resolution of the Congress, have determined to strengthen building, rectification, and self-renewal so that our Party is truly ethical and civilized. President Ho Chi Minh affirmed that our Party is ethical and civilized. According to Him, the Party must represent the wisdom, conscience, and honor of the nation to be worthy of being a leader. Building a civilized Party is a step to further deeply realize Ho Chi Minh's ideology on Party building, making our Party truly “ethical and civilized.”

To prepare for entering the new development era of the Vietnamese revolution aiming to realize the two 100-year goals, the Party must innovate its mindset and leadership methods to suit the rapid changes of the times. A civilized Party will lead the country to develop and catch up with the world; a civilized Party contributes to enhancing the Party's prestige and leadership capacity, helping to consolidate the People's trust in the Party.

At the same time, the Documents focus on implementation organization, bringing Resolution guidelines into life; “speaking” and “doing” must be substantive, taking effectiveness and the People's satisfaction as the measure. Special attention is paid to strengthening and upholding the exemplary spirit of party members and officials, party committees at all levels, especially heads of agencies; strengthening management measures for the contingent, inspection, supervision, prevention and control of corruption, wastefulness, negativity, and prevention of degradation in political ideology, morality, and lifestyle.

The draft Political Report of the 14th Congress determines: “Strengthen the consolidation and effective promotion of the People's power and the great national unity bloc.” This is a valuable lesson drawn not only from the summary of 40 years of renovation but throughout the history of the nation: the People are always the root of strength, the subject creating all material and spiritual values, and deciding every victory of the Vietnamese revolution.

Reality requires not only acknowledging the People as the center and goal of development but also correctly and deeply perceiving the People as subjects directly participating in planning, organizing, supervising, and enjoying development achievements. In which, the Fatherland Front must truly be a broad forum for all strata of people, ethnic groups, religions, and overseas Vietnamese... to meet, exchange, and express opinions and aspirations in a democratic and open manner. Simultaneously, it is necessary to focus on promoting the role of notables, intellectuals, experts, reputable people in society, and the Vietnamese community abroad in contributing ideas to build the country.

The great national unity bloc is a solid foundation for building the all-people national defense posture and people's security associated with building a solid “posture of the people's hearts,” creating a fulcrum and immense endogenous strength to mobilize the creativity, wisdom, and resources of the entire society. That is always a valuable lesson in every revolutionary stage, serving the cause of leading the country's rapid and sustainable development.
