
Government meeting: Ensuring stability and driving growth

Ha Noi, October 5 - Prime Minister Pham Minh Chinh on Saturday chaired the Government’s September 2025 online conference with all 63 provinces and cities, urging ministries, sectors, and local authorities to implement “three accelerations” in the final quarter of the year to achieve economic growth of over 8%.

The conference, attended by members of the Politburo, the Party Central Committee, deputy prime ministers, ministers, and provincial leaders, reviewed the socio-economic performance of the first nine months of 2025 and discussed priorities for the remainder of the year. Minister of Industry and Trade Nguyen Hong Dien joined the meeting at the Government Headquarters.
The fourth quarter must accelerate and make a breakthrough to fully complete the 2025 target.
In his closing remarks, the Prime Minister commended the determination and efforts of ministries, localities, and the business community in overcoming difficulties to maintain growth momentum. Despite global uncertainties, Vietnam’s economy has continued to expand strongly, with macroeconomic stability maintained, inflation under control, and key economic balances ensured.

“The achievements of the first nine months create an important foundation for us to meet and exceed the growth target of 8% for 2025, paving the way for double-digit growth and sustainable development in the coming years,” the Prime Minister affirmed.
However, he noted that the economy still faces multiple challenges. Public investment disbursement remains slow, private investment has yet to recover strongly, exports continue to encounter headwinds, and domestic consumption growth is modest. Meanwhile, new growth drivers such as the digital economy, green economy, circular economy, and artificial intelligence require more time to demonstrate their full potential.
The Prime Minister also pointed to ongoing difficulties in the real estate market, rising risks from external shocks, and the need to strengthen macroeconomic management to cope with pressure on interest rates, exchange rates, and inflation. Some localities, he said, are still struggling to operate effectively under the new two-tier local government model.
Emphasizing that “the fourth quarter must be a time for acceleration and breakthrough,” the Prime Minister called for unity, discipline, and creativity across the political system. He urged all sectors to continue focusing on macroeconomic stability, inflation control, and growth stimulation while ensuring fiscal discipline and efficient resource allocation.
According to the Prime Minister, the Government will prioritize three key accelerations. The first is to speed up public investment disbursement, remove bottlenecks for businesses, and create more jobs and livelihoods for people. The second is to promote innovation and digital transformation, effectively implementing the Politburo’s Resolution No. 59 on breakthroughs in science, technology, and innovation to enhance productivity and competitiveness. The third is to improve the efficiency of the two-tier local government model, addressing administrative obstacles and ensuring smooth coordination between levels of governance.
6 key tasks and solutions
Prime Minister Pham Minh Chinh also directed ministries and localities to organize an intensive emulation campaign to welcome the 14th National Party Congress and the 2026-2031 elections of the National Assembly and People’s Councils. He emphasized the need to uphold the spirit of “proactive action, close connection with the people, diligence, creativity, and high efficiency.”

Regarding key tasks and solutions, the Prime Minister requested: (1) meticulously prepare submissions and reports for the 13th Central Conference and the 10th session of the 15th National Assembly, while organizing Party congresses at all levels ahead of the 14th National Party Congress; (2) keep macroeconomic stability, curb inflation, and fuel growth through coordinated monetary fiscal policy, faster public investment, tax/fee cuts, project bonds, tighter control of interest and exchange rates, and strong domestic demand highlighted by the 2025 Autumn Fair; (3) accelerate major projects, strive to disburse 100% of 2025 public investment, attract private/FDI, boost exports, and push new FTAs with Brazil, Pakistan, GCC, Mercosur and African partners; (4) run the two-tier local government model effectively and streamline staffing and data systems; (5) resolve long-standing backlog projects, handle SCB and other weak banks; and (6) advance social policies, environmental protection and disaster response, speed social housing, and prepare for storm No. 11.

In the months ahead, the Government will give priority to maintaining macroeconomic stability, controlling inflation, and ensuring key economic balances. Fiscal and monetary policies must be implemented flexibly and in harmony. The Prime Minister underscored the importance of expanding domestic demand through trade promotion, tax and fee reductions, and major trade events such as the upcoming Autumn Fair 2025.
He also called for efforts to attract more private and foreign investment, speed up major infrastructure projects, and advance negotiations for new free trade agreements with partners including Brazil, Pakistan, the GCC, Mercosur, and African countries.

On sectoral priorities, the Prime Minister assigned the Ministry of Finance to strengthen budget management, strive to exceed revenue targets by 25%, and accelerate the issuance of infrastructure bonds. The State Bank of Vietnam is to maintain monetary stability and manage inflation. The Ministry of Industry and Trade, in coordination with the Ministry of Culture, Sports and Tourism, is to organize the Autumn Fair 2025 successfully. The Ministry of Construction will finalize legal amendments to facilitate social housing development, while the Ministry of Agriculture and Environment will take decisive measures to address the European Commission’s IUU yellow card.
Concluding the conference, Prime Minister Pham Minh Chinh reiterated that the fourth quarter is a crucial period that will determine the success of the entire year.
This is the time for acceleration and breakthrough,” he said. “We must focus on the three accelerations public investment, innovation, and local governance to achieve growth above 8%, sustain macroeconomic stability, and drive Vietnam toward a new phase of fast and sustainable development.
