Deputy Minister of Industry and Trade Phan Thi Thang signed Decision No. 2352/QD-BCT dated September 22, 2026, promulgating a plan to organize the fifth Senior Officials’ Meeting (SOM5), the 11th meeting of the CPTPP (Comprehensive and Progressive Agreement for Trans-Pacific Partnership) Commission, as well as related meetings and sideline events. The events are scheduled to take place in Ha Noi from November 23 to 27, 2026.

Under the decision, the Ministry of Industry and Trade (MoIT) has assigned specific tasks to its affiliated units. The Department of Foreign Market Development and Multilateral Trade will take the lead in drafting the plan for organizing SOM5, the 11th CPTPP Commission meeting and related meetings and sideline events, and seek opinions from relevant agencies before submitting the plan to the Prime Minister for consideration and approval.

The department will also take the lead in preparing the overall meeting schedule and detailed working program, and coordinate with the Office of the Intersectoral Steering Committee for International Economic Integration to prepare logistical information and guidance materials for delegates attending the meetings and sideline events in Viet Nam.

It will also take the lead in preparing press information on the 11th CPTPP Commission meeting and related meetings and sideline events, as well as all communications activities under Viet Nam’s responsibility as CPTPP Chair in 2026. It will coordinate with the Ministry of Foreign Affairs and relevant ministries, sectors and agencies to organize an international press conference following the 11th CPTPP Commission meeting.

The Department of Foreign Market Development and Multilateral Trade is also tasked with taking the lead in preparing bilateral issues within its remit for discussions between ministry leaders and ministerial-level leaders of CPTPP members; and organizing bilateral ministerial-level events, if any, during periods when the 11th CPTPP Commission meeting and related meetings and events are not taking place, including events chaired or attended by MoIT leaders.

The decision also assigns the Newspaper of Industry and Trade to coordinate with the Department of Foreign Market Development and Multilateral Trade and the Ministry Office to provide coverage before, during and after the meetings, and develop a dedicated section on Viet Nam’s role as CPTPP Chair in 2026 based on content approved by MoIT leaders.

The newspaper will arrange reporters, camera crews and photographers to provide official coverage of the meetings and supply materials to news agencies and media organizations.

Several other MoIT units, including the Office of the Intersectoral Steering Committee for International Economic Integration, the Viet Nam Trade Promotion Agency, the Department of Planning and Finance, and the Ministry Office, have also been assigned specific tasks.
