
ISEA drives industrial safety and environmental management for 2026 priorities

Ensuring industrial safety
Reporting at the conference, Deputy Director Trinh Van Thuan stated that in 2025, ISEA faced numerous challenges in implementing urgent tasks, especially responding to extremely complex natural disasters and floods, surpassing historical records in many regions nationwide.

However, under the continuous leadership of the Ministry Standing Committee, close coordination with relevant agencies, and the efforts and determination of all officials, civil servants, and employees of ISEA, the Agency contributed significantly to completing assigned tasks, ensuring industrial safety and environmental protection, thereby supporting the sustainable development of the Industry and Trade sector over the past year.
“In 2025, ISEA excellently completed the task of drafting and submitting for approval 1 Decree, 1 Prime Minister’s Decision, and 5 Circulars. It promptly supplemented and completed the legal framework for industrial safety management, particularly in mineral exploitation and processing, dam and hydropower reservoir safety,” Deputy Director Trinh Van Thuan emphasized.
Additionally, ISEA advised the Minister to submit to the Prime Minister the Decision approving the Environmental Industry Development Program and the Decision issuing the National Program on Safety in Electricity Use for the 2026 - 2035 period.

Regarding inspection and supervision, the Deputy Director stated that in 2025, ISEA successfully inspected 82 units related to state management in compliance with safety regulations in mineral exploitation and processing, industrial explosives, electricity safety, dam and hydropower reservoir safety, as well as tailings reservoir management, and supervised the implementation of ash, slag, and gypsum treatment programs at thermal power, chemical, and fertilizer plants.
On administrative procedures, Deputy Director Thuan noted that in 2025, ISEA immediately reduced 17 procedures to delegate to local authorities; simplified 2 administrative procedures related to business operations, and proposed the Ministry continue reducing processing time for 4 other procedures.
“ISEA currently handled 32 administrative procedures across six main areas: oil and gas; occupational safety and hygiene; industrial explosives and explosive precursors; chemicals; minerals; dam and hydropower reservoir safety,” the Deputy Director informed.
Notably, in 2025, ISEA processed 1,680 administrative records under its authority, including 1,460 permits for hazardous goods transport.
Regarding environmental protection, ISEA advised the Minister to issue: Decision No. 2678/QD-BCT dated September 29, 2025, on the Ministry’s Plan to implement Prime Minister Directive No. 20/CT-TTg dated July 12, 2025, on urgent measures to prevent and resolve environmental pollution; Decision No. 3637/QD-BCT dated December 15, 2025, issuing the Ministry’s Action Plan to implement Prime Minister Decision No. 1894/QD-TTg dated September 4, 2025, approving Vietnam’s Environmental Industry Development Program 2025 - 2030.
The Agency is also submitting to the Minister the assignment of units under the Ministry to implement Prime Minister Decision No. 2530/QD-TTg dated November 19, 2025, approving the National Action Plan on Air Quality Management and Pollution Remediation 2026 - 2030, with a vision to 2045, and preparing draft Circulars to amend relevant environmental protection regulations in the Industry and Trade sector.
Coordinated safety solutions for 2026
Regarding 2026 plans and solutions, the Deputy Director stated that ISEA submits to the Ministry Standing Committee 10 legal documents for review, including: in coordination with the Electricity Department, drafting amendments to the 2024 Electricity Law; 2 Decrees; 7 Circulars.
ISEA also develops a 2026 inspection plan covering about 90 units for compliance with safety regulations in mineral exploitation and processing, industrial explosives; safety, inspection, and transport of hazardous goods; electricity safety; dam and hydropower reservoir safety; tailings reservoir management; and supervision of ash, slag, and gypsum treatment programs at thermal power, chemical, and fertilizer plants.

“Throughout 2026, ISEA expects to hold dozens of conferences to disseminate legal knowledge on safety in mineral and industrial explosives operations; oil and gas safety; electricity safety; disaster prevention; and environmental regulations in the Industry and Trade sector,” Deputy Director Trinh Van Thuan said.
Regarding environmental protection and environmental industry development, ISEA will review the specific list of technologies, equipment, and products under Decision No. 980/QD-TTg dated August 22, 2023, to report to the Ministry leadership for Prime Minister consideration, adjustment, and supplementation, laying the foundation for environmental industry development.
The Agency also submits to the Minister for approval the regulations implementing the Environmental Industry Development Program 2025 - 2030 under the Ministry’s management. It continues to inspect and supervise ash, slag, and gypsum treatment programs at thermal power, chemical, and fertilizer plants in 2026 and implements approved 2026 environmental protection tasks and plans of the Ministry.

At the conference, Deputy Director Thuan outlined additional solutions: Focusing on rational planning of ISEA’s annual work program, regular inspection and supervision, and timely management measures to ensure work quality and progress.
“Applying information technology effectively through the Ministry’s electronic document management system to enhance management efficiency and the performance of each staff member and the whole agency,” the Deputy Director said.
Strengthening coordination and information exchange with enterprises and provincial Departments of Industry and Trade in safety and environmental management, particularly regarding safety incidents, environmental protection, hydropower reservoir operation, and natural disaster impacts such as floods.
Enhancing professional skills, management capacity, and foreign language proficiency of officials, civil servants, and employees; continuing sending staff for advanced training to meet new task requirements.
In 2025, ISEA cooperated with the Newspaper of Industry and Trade to organize a journalism contest on environmental protection in the Industry and Trade sector. The contest highlighted issues of public interest, with many works offering high guidance value, introducing solutions aligned with green development trends, and suggesting practical policies for state management agencies. The results demonstrateed the team’s serious commitment and society’s concern for current environmental challenges.
