Party General Secretary To Lam: Highlights science and technology in development

At a session with the Central Policy and Strategy Commission, Party General Secretary To Lam urged a shift to a science and technology-based development model.

On January 7 in Hanoi, Party General Secretary To Lam worked with the Central Policy and Strategy Commission on orientations for drafting two resolutions: one on renewing the national development model based on science, technology, innovation and digital transformation; and another on strategic solutions to drive double-digit economic growth associated with establishing a new growth model.

Transforming the development model

At the meeting, Nguyen Thanh Nghi, a member of the Party Central Committee and Head of the Central Policy and Strategy Commission, presented a summary report on research outcomes related to the drafting of the two resolutions.

Many participants offered thoughtful, responsible and practice-oriented contributions, providing important inputs to further refine the related contents.

In his remarks, Party General Secretary To Lam underscored the pressing requirement to transform the country’s development model based on science and technology, as well as the task of achieving double-digit growth in tandem with shaping a new growth model. He noted that the Commission’s initial research results were comprehensive and had proposed major guidelines and solutions to meet these requirements.

He requested the Central Policy and Strategy Commission to fully absorb the opinions raised and continue refining the two important draft resolutions for submission to the Politburo and the Party Central Committee in accordance with regulations.

Regarding overarching requirements, the General Secretary outlined five key criteria for the two resolutions: they must closely adhere to and fully institutionalize the viewpoints and objectives set out in the draft documents of the 14th National Party Congress; be forward-looking, comprehensive and sufficiently in depth, without being constrained by short-term interests or term-based thinking; be grounded in Vietnam’s realities rather than mechanically copying foreign models; ensure feasibility and strong action-orientation, with clear roadmaps, steps and resource allocation; and possess strong mobilizing power to inspire unity across the Party and political system, build social consensus, and ignite national aspirations to contribute and rise through knowledge and creativity.

On major orientations, he emphasized that transforming the development model and establishing a new growth model must begin with a fundamental shift in mindset: from extensive to intensive development; from reliance on resources and simple labor to knowledge, technology and productivity; from management to development facilitation; and from the State “doing for” society to “creating conditions for society and businesses to innovate.”

He also stressed the need to fully leverage the roles of all economic sectors, with the state sector playing a leading, guiding and enabling role, while the private sector serves as the most important driving force of the national economy.

High growth on a foundation of stability

Party General Secretary To Lam called for a full understanding of the dialectical relationship between stability and development. Rapid development must be sustainable, linked with social progress and equity, environmental protection and improvements in people’s living standards.

High growth must rest on a foundation of stability, with macroeconomic stability and the safeguarding of major economic balances as the foremost and prerequisite conditions.

He emphasized that transforming the development model based on science and technology is not merely an economic requirement but a comprehensive strategic issue. It contributes to enhancing national efficiency, renewing the Party’s leadership and governance methods, improving state management and governance effectiveness, perfecting institutions, developing human resources, ensuring national defense and security, and elevating the country’s international standing.

He stressed, is the mandatory path to realizing Vietnam’s two centennial goals and building a peaceful, independent, democratic, prosperous, civilized and happy nation. All development decisions must be considered within this overall framework.

Science, technology, innovation and digital transformation must be clearly identified as the primary drivers of the new development and growth models, and as the most fundamental factors for achieving sustained double-digit growth over the long term.

At the same time, people must be recognized as the most important resource for national development both the center, the driving force and the ultimate goal of development. Advancing science and technology must go hand in hand with developing a well-rounded Vietnamese workforce with knowledge, resilience, ethics and a strong aspiration to contribute.

The General Secretary noted that growth and development must be accompanied by strengthened national strategic autonomy across all fields; reinforced national defense and security; and enhanced self-reliance and resilience of the economy to proactively respond to fast-changing and uncertain external factors. He stressed the need to ensure the Party’s comprehensive and direct leadership over the process of transforming the development model and establishing a new growth model, while promoting democracy, harnessing social intellect and the creative aspirations of the entire population to build strong consensus and political determination throughout the political system.

Regarding timelines and assignment of responsibilities, he requested the Central Policy and Strategy Commission to continue taking the lead, in coordination with relevant agencies, in urgently studying and drafting the two resolutions on renewing the national development model based on science, technology, innovation and digital transformation, and on strategic solutions to drive double-digit growth in association with establishing a new growth model.
