Implementing Resolution 57: Ministry of Industry and Trade posts notable results

The Ministry of Industry and Trade achieves notable and comprehensive results in 2025 through the decisive and effective implementation of Politburo Resolution 57.

Comprehensive achievements across three pillars

On January 9, in Hanoi, the Ministry of Industry and Trade convened a meeting of its Steering Committee on the development of science and technology, innovation, digital transformation and Project 06. Participants included members of the Ministry’s Steering Committee on science and technology development, innovation, digital transformation and Project 06, along with representatives of ministerial units, several institutes, and enterprises in the industry and trade sector.

Reporting at the meeting, Nguyen Thi Lam Giang, Director General of the Agency for Innovation, Green Transition and Industry Promotion, said that Resolution No. 57-NQ/TW, dated December 22, 2024, issued by the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation, had been implemented by the Ministry of Industry and Trade in a prompt and resolute manner throughout 2025. Leadership and direction in implementing the Resolution were carried out in a coordinated fashion across the entire sector, initially generating clear shifts in awareness and action.

In 2025, the Ministry of Industry and Trade focused on making breakthroughs in institutional improvement, building and refining the system of legal documents to promote the development of science, technology, innovation, and digital transformation. Tasks assigned were closely followed, with many key items completed, laying an important foundation for the sector-wide digital transformation process.

Notably, the implementation of Resolution No. 57-NQ/TW in 2025 delivered comprehensive and outstanding results across all three pillars: institutional improvement, digital transformation, and the development of science, technology, and innovation.

Regarding institutional and policy frameworks, the Ministry actively participated in building and improving the national legal framework for science, technology, and innovation, while promptly issuing guiding documents for the implementation of the Resolution and the 2025 Law on Science, Technology and Innovation.

In the area of digital transformation and e-commerce, the Ministry took the lead in drafting and submitting the E-commerce Law, which was passed by the National Assembly on December 10, 2025, providing an important legal foundation for the development of the digital economy.

At the same time, the Ministry advised and submitted to the National Assembly several important laws, including the Law on Chemicals and the Law Amending and Supplementing the Law on Economical and Efficient Use of Energy, deeply integrating content related to the application of science, technology, innovation, and digital transformation across sectors and fields under its management.

In terms of digital transformation and administrative procedure reform, the Ministry of Industry and Trade ranked first among ministries and agencies in the index measuring services for citizens and businesses in handling administrative procedures and providing public services.

By the end of 2025, the Ministry had provided 224 online public services, with more than 99% of applications received and processed entirely online. More than 640.000 electronic dossiers were handled through the National Single Window and the ASEAN Single Window. In particular, the procedure for issuing Certificates of Origin (C/O) Form D became Vietnam’s first electronic certificate officially exchanged with ASEAN countries, contributing to trade facilitation and international integration.

In the development of data and the digital economy, the Ministry completed the construction and operation of the Industrial and Trade Economic Database, ensuring the principles of “accurate, sufficient, clean, and live” data. It also completed data connectivity and sharing with the Ministry of Finance on e-commerce activities one year ahead of schedule, supporting efforts to prevent tax revenue losses. Work on building a chemical database, including identification and traceability of chemicals and precursors on the VNeID platform, was implemented in a coordinated manner, ready to serve state management and ensure security and safety.

In science, technology, and innovation, the Ministry issued a plan to implement the list of strategic technologies, announced a catalogue of major challenges in the industry and trade sector for Vietnamese digital technology enterprises to address, and received nearly 400 proposals for science, technology, and innovation tasks for the 2026 - 2030 period.

The restructuring and consolidation of the system of research institutes, strengthening research capacity, technology transfer, and the development of high-quality human resources, continued to be implemented under a clear and coordinated roadmap.

Creating new momentum for growth

Agreeing with the report and acknowledging the discussions at the meeting, Acting Minister Le Manh Hung highly praised the efforts made by the Ministry of Industry and Trade and the Steering Committee in carrying out the assigned tasks.

He also underscored the importance and significance of Resolution No. 57-NQ/TW in transforming the country’s and the sector’s growth model, promoting industrial and trade development in a modern, sustainable manner and deepening international integration.

Accordingly, the Acting Minister and Head of the Steering Committee requested that units identify specific targets for 2026 and the period ahead, based closely on the conclusions of the Central Steering Committee and practical realities, with an approach moving from the overall framework to specific actions, ensuring systemic coherence, continuity, and clear orientation.

He further emphasized the need to maintain discipline and progress in implementing upcoming tasks, while enhancing effectiveness in coordination among units within the Ministry.

Acting Minister Le Manh Hung expressed confidence that the Ministry’s Steering Committee on science and technology development, innovation, digital transformation, and Project 06 would successfully fulfill its assigned missions, thereby concretizing the implementation of Resolution No. 57-NQ/TW and creating new momentum for growth and development of the sector in 2026 and beyond.

The conference held by the Ministry of Industry and Trade on January 9 underscored that 2026 is of particular significance, as it marks the first year of implementing the Resolution of the 14th National Congress of the Communist Party of Vietnam and plays a foundational role in shaping the country’s development in the period ahead.

In particular, the conclusion notice issued by General Secretary of the Communist Party of Vietnam Central Committee To Lam, at the meeting reviewing the 2025 performance and setting out key tasks and solutions for 2026 of the Central Steering Committee, clearly states that 2026 is a year to accelerate the implementation of Resolution No. 57-NQ/TW, guided by the principle of “breakthrough action, diffusion of results,” with a focus on delivering concrete outputs and making substantive contributions to national development goals.

In line with this directive, the Ministry of Industry and Trade renews its approach to formulating the 2026 action plan for implementing Resolution 57, adopting a more proactive and practical orientation closely aligned with real-world requirements, with the aim of enhancing implementation effectiveness across the entire industry and trade sector.
