
Harnessing resources to make Red River Delta a growth engine

On September 20, Prime Minister Pham Minh Chinh, in his role as Chairman of the Red River Delta Coordinating Council, chaired the council’s 6th meeting. Attending were Deputy Prime Minister Nguyen Chi Dung, Central Party members, ministry officials, and leaders from regional localities.

This was the council’s first meeting since the administrative merger of provinces in the region and the adoption of the two-tier local government model from July 1, 2025.
Red River Delta positioned as national growth leader
Prime Minister emphasized that the Red River Delta holds a critical role. After the merger, the region now includes six key economic centers Hanoi, Hai Phong, Quang Ninh, Hung Yen, Bac Ninh, and Ninh Binh all considered growth engines of the country.
The region’s GRDP growth reached 9.32% in the first half of 2025, the highest among all socio-economic regions. Four out of six localities recorded double-digit growth: Hai Phong (11.2%), Quang Ninh (11.03%), Bac Ninh (10.47%), and Ninh Binh (10.82%).
“These results reaffirm the Delta’s position as a pioneer in fulfilling national strategic tasks, leading Vietnam’s strong development,” noted Prime Minister Pham Minh Chinh.
Yet, he cautioned that both global and domestic challenges remain complex and unpredictable. With Vietnam targeting GDP growth of 8.3-8.5% in 2025 and double-digit expansion in following years to achieve its two centennial goals, the Red River Delta must overcome significant challenges while seizing its opportunities.

Prime Minister Chinh urged leaders to embrace innovative thinking, decisive action, and responsibility, stressing local autonomy under the principle: “localities act, decide, and take responsibility.” He called for harnessing human resources, natural assets, cultural heritage, and world-class landmarks such as Ha Long Bay, Thang Long Imperial Citadel, Trang An, and the Yen Tu-Vinh Nghiem-Con Son-Kiep Bac complex.
He urged delegates to focus discussions on: solutions to sustain double-digit growth; addressing bottlenecks; operating the two-tier local government system effectively; accelerating major infrastructure projects; tackling housing and social welfare; and ensuring equity, social justice, and environmental protection.
The Prime Minister reiterated the government’s determination to make the Red River Delta the nation’s foremost growth driver, working with the Southeast to accelerate national development and inspire other regions.
In the first eight months of 2025, the Red River Delta generated over VND 814.6 trillion (46.8% of national budget revenue), exported goods worth USD 129.3 billion (32.5% of the national total), and achieved a public investment disbursement rate of 53.6%, higher than the national average of 46.3%.
