Vietnam, US pledge to accelerate trade talks

On June 4, in Paris, France, a ministerial-level negotiation session took place between Vietnam's Minister of Industry and Trade Nguyen Hong Dien and the US Trade Representative Jamieson Greer.

Review of Round 2 outcomes and orientation for the next phase

As part of the ongoing negotiations for a bilateral reciprocal trade agreement between Vietnam and the United States, the two sides convened this session as previously scheduled. Minister Nguyen Hong Dien, head of the Vietnamese Government's negotiation team, and Trade Representative Jamieson Greer, head of the US delegation, met on June 4, 2025, in Paris to review the outcomes of the second round of technical-level talks and discuss directions for the upcoming round.

Both sides took the opportunity to assess the implementation of the items agreed upon following the second technical round, while also exchanging views to shape the roadmap for the third technical session.

Exchange of views between chief negotiators

Minister Nguyen Hong Dien presented Vietnam’s main feedback on the additional issues raised by the U.S. side, reaffirming Vietnam’s goodwill and commitment to finding common ground and cooperative solutions. He also requested the US delegation's perspectives on several key areas of interest to Vietnam.

In response, Trade Representative Jamieson Greer commended Vietnam’s constructive attitude, problem-solving approach, and the progress demonstrated by the Vietnamese negotiation team. He underscored the importance of reaching a reciprocal tax agreement with Vietnam, now a Comprehensive Strategic Partner of the United States, not only for Vietnam, but also for the US at this critical juncture.

Greer also offered generally positive responses to the concerns raised by the Vietnamese side, and proposed a number of potential solutions to address complex issues still under negotiation.

Agreement to accelerate negotiation process

Both ministers agreed on the need to expedite the negotiation process, with particular focus on achieving substantive outcomes at the third round of technical-level talks. They also tasked their respective technical teams with intensifying discussions via online working sessions organized by thematic groups, aimed at resolving outstanding technical issues and laying the groundwork for a productive third round of talks, scheduled for the first half of June 2025.

The two ministers reaffirmed their commitment to close coordination and expressed readiness to engage in further ministerial-level exchanges to drive the negotiation process forward toward a mutually beneficial outcome.

Previously, as agreed by both sides, the second round of negotiations on the Vietnam–US Reciprocal Trade Agreement was held from May 19 to 22, 2025, in Washington, D.C.

The session concluded with notable progress, including consensus on several issue groups and the narrowing of differences in others. Both parties also established timelines for responding to the draft agreement, proposing legal wording, and organizing follow-up meetings in preparation for upcoming negotiation rounds.
