Vietnam strengthens cooperation in key energy sectors

Vietnam is promoting cooperation in key energy sectors, with discussions focusing on nuclear and gas power development and long-term energy security.

On February 2, at the headquarters of the Ministry of Industry and Trade, Deputy Minister Nguyen Hoang Long held a meeting with Doosan Enerbility of the Republic of Korea, led by Yun Yo Han, Executive Vice President of Doosan Enerbility, to discuss cooperation opportunities in the energy sector.

The meeting reflected the efforts of a leading South Korean energy group to seek deeper cooperation in the Vietnamese market, particularly in the fields of nuclear power and gas-fired power generation.

Opening the meeting, Yun Yo Han recalled his meeting with the Vietnamese side in October last year and expressed his pleasure at continuing discussions at the beginning of the new year. In this context, Doosan said the group is particularly interested in Vietnam’s orientation for nuclear power development.

According to the Doosan representative, the group wishes to gain further insight into Vietnam’s viewpoints, roadmap and policy conditions for nuclear power in the coming period, thereby identifying suitable opportunities and defining the scope of its potential participation.

To clarify its capabilities, Doosan introduced its experience in implementing numerous large-scale energy projects worldwide. The group emphasized that one of its key competitive advantages lies in its ability to deliver projects “on time, on budget.” This is a factor that many nuclear power and energy projects in the United States and Europe have struggled to achieve due to cost overruns and prolonged implementation timelines.

Assessing Vietnam’s economic outlook, the Doosan representative congratulated Vietnam on the success of the 14th National Party Congress. According to the adopted Resolution, Vietnam has set a target of achieving GDP growth of around 10 percent and raising GDP per capita to approximately USD 8.500 by 2030. These are considered highly ambitious and promising goals. To achieve them, electricity demand will be substantial. In this process, Doosan stands ready to participate and contribute to the development of Vietnam’s energy infrastructure.

Responding to Doosan’s proposals, Deputy Minister Nguyen Hoang Long noted that nuclear power is a highly specialized sector, and therefore all decisions must be carefully considered and implemented in strict accordance with legal procedures.

Beyond nuclear power, the Vietnamese side also addressed issues of interest to Doosan related to gas-fired power projects, particularly the long-term minimum contracted output mechanism (QC) for IPP projects. The Ministry of Industry and Trade reported that it has submitted proposals to the National Assembly and the Government to raise the QC level, while simultaneously revising a decree to address long-standing bottlenecks facing gas-fired power projects. The revised decree is expected to provide a clearer legal framework, enabling eligible projects to proceed more smoothly.

Notably, Vietnam also articulated a clear stance toward investors. The overarching principle is to facilitate investors who demonstrate strong commitment and readiness to carry projects through to completion. Conversely, projects that remain hesitant or fail to move forward will be set aside to avoid wasting resources and missing development opportunities.
