Vietnam, Japan boost cooperation in science, technology, and energy

Deputy PM Le Thanh Long met Japanese ministers, urging stronger ties in science, technology, energy, ODA and FDI expansion.

Advancing a new cooperation pillar

During talks with Abe Toshiko, Japan’s Minister of Education, Culture, Sports, Science and Technology (MEXT), Deputy Prime Minister Le Thanh Long welcomed Japan’s long-standing support in science, technology, and education, including MEXT scholarships. He proposed both sides concretely implement the new cooperation pillar in science and technology, expand high-quality human resources exchange, and increase scholarships in emerging sectors such as semiconductors, digital transformation, and railways.

He also highlighted Vietnam Japan University as a symbol of bilateral cooperation and urged acceleration of procedures to begin construction by late 2026, as agreed by the two countries’ leaders.

Minister Abe Toshiko reaffirmed Japan’s commitment, noting the 2023 upgrade of relations to a Comprehensive Strategic Partnership and the April 2025 agreement to deepen semiconductor cooperation. She announced Japan will soon launch the NEXUS program to support Vietnamese doctoral training in semiconductors. Abe also called for stronger cooperation between education agencies, vocational training (Kosen), and startup support through joint projects and funds.

Expanding ODA and energy collaboration

In a meeting with Japan’s Minister for Reconstruction Ito Tadahiko, Deputy Prime Minister Le Thanh Long expressed appreciation for Japan’s ODA projects in disaster response, environmental protection, and water management. He requested expanded ODA and FDI projects, experience-sharing in flood control, urban management, and climate adaptation, as well as continued acceptance and training of Vietnamese workers in Japan.

Minister Ito congratulated Vietnam on its 80th National Day and praised its recent administrative reforms. He highlighted Japan’s experience in nuclear, hydro, wind, and solar energy, affirming Japan’s readiness to work with Vietnam in science, technology, and especially the power sector.

Both sides stressed that deeper cooperation will help advance economic growth, support sustainable development, and further solidify the Vietnam-Japan Comprehensive Strategic Partnership.
