
Prime Minister chairs meeting on nuclear power plant development

Opening the session, Prime Minister Pham Minh Chinh emphasized that ensuring national energy security and a stable power supply is an urgent requirement for economic growth. “Experience shows that a 1% increase in GDP requires electricity growth of 1.5 to 2 times. If GDP grows 7% in 2024, power generation must rise by 12%; if GDP grows 8% in 2025, power must grow by 15%,” the Prime Minister noted.

At present, Vietnam’s total electricity consumption capacity stands at 54,500MW, with annual growth ranging from 6,500 to 8,200MW. Given the Government’s priorities for developing high-tech industries, semiconductor manufacturing, national data centers, and high-speed rail systems, demand for electricity will continue to surge, making the development of new, stable power sources essential.
The Prime Minister affirmed that nuclear energy is regarded as a stable, low-emission power source, playing an important role in ensuring energy security and supporting Vietnam’s clean energy transition goals.
The Party Central Committee has adopted a resolution approving the relaunch of the Ninh Thuan Nuclear Power Project and the continued study of Vietnam’s Nuclear Power Development Program. The Politburo’s Resolution No. 70-NQ/TW (August 20, 2025) on national energy security through 2030, with a vision to 2045, directs the Government to accelerate nuclear power projects with suitable partners to ensure Vietnam’s strategic interests and bring them into operation during 2035-2045.

Following this policy, the Prime Minister established the Steering Committee for Nuclear Power Plant Construction to coordinate and resolve inter-sectoral issues in implementing the National Assembly’s Resolution on continuing investment in the Ninh Thuan project.
During the meeting, Deputy Minister of Industry and Trade Nguyen Hoang Long presented a report on the drafting and issuance of mechanisms and policies to institutionalize the Party’s guidelines, improve the legal framework, and address obstacles in existing laws. The report also reviewed the implementation of tasks assigned at the previous session, assessing progress, unresolved issues, causes, and the responsibilities of relevant agencies while proposing next steps.
Prime Minister Pham Minh Chinh stressed the principle of “only moving forward, not backward,” calling for high determination, strong effort, and decisive action. He urged that each task must be completed thoroughly and that responsibilities be clearly assigned according to the “six clarities”: clarity of person, task, responsibility, timeline, result, and authority.
He also underscored the need for strict oversight and supervision, urging all committee members to uphold their accountability and work spirit. Relevant agencies were instructed to swiftly implement assigned tasks in accordance with Party General Secretary To Lam’s directives during his visit to the Vietnam Atomic Energy Institute in September.
The Prime Minister called for monthly and quarterly reviews to promptly address issues, emphasizing that all work must be done thoroughly and responsibly to avoid waste of resources, time, and effort. He concluded by urging members of the Steering Committee to act decisively and complete their assigned duties with the highest responsibility.
