Vietnam, China Huadian Engineering enhance clean energy cooperation

Prime Minister Pham Minh Chinh on May 14 called on China Huadian Engineering Co., Ltd to expand its contribution to Vietnam’s energy security, encouraging flexible and innovative application of the group’s technological capabilities within the local context.

High-level meeting signals deepened cooperation

On May 14, at the Government Office in Hanoi, Prime Minister Pham Minh Chinh received Peng Gangping, Chairman of the Board of Directors of China Huadian Engineering Co., Ltd during his visit to Vietnam.

Welcoming Peng Gangping and his delegation, the Prime Minister expressed his pleasure at their return to Vietnam and expressed belief that the business trip, as well as meetings with ministries, agencies, enterprises, and partners, would produce many positive and substantive outcomes.

He appreciated that China Huadian Engineering is expanding its business operations and has achieved significant accomplishments in recent years. According to the Prime Minister, Vietnam is currently striving to achieve 8% economic growth in 2025 and aims for double-digit growth in the following years. To meet this goal, electricity demand will also rise, particularly for clean energy sources to support rapid and sustainable development.

The Prime Minister reaffirmed that the Vietnamese government welcomes foreign companies, including those from China, to expand their investment and business activities in Vietnam. Especially welcomed are those investing in sectors aligned with Vietnam’s sustainable development needs and China’s strengths, which can bring mutual benefits. Among those, energy remains a particularly important field.

Investment highlights and future proposals

Expressing his gratitude to Prime Minister Pham Minh Chinh for receiving the delegation and supporting the group’s investment in Vietnam, Peng Gangping shared information about China Huadian Engineering. The group is a 100% state-owned enterprise and has been listed in the Fortune Global 500 for 13 consecutive years. It operates in four major areas: high-end technical equipment and systems, investment and construction of power plants, clean energy, and environmental protection in the power industry.

To date, China Huadian Engineering has invested about USD 2.8 billion in power projects in Vietnam, with a total installed capacity of 1.5 GW. Key projects include the Duyen Hai Thermal Power Plant and four wind power projects in Dak Lak Province.

The group now wishes to continue developing the renewable energy sector in Vietnam. It plans to implement new biomass power, wind power, and energy storage projects in provinces such as Dak Lak, Tra Vinh, Quang Tri, and Lam Dong. Additionally, it hopes to cooperate with Vietnamese research institutes and universities to promote technology transfer and human resource training.

Peng Gangping proposed that the Vietnamese government promptly complete investment policies for green energy projects including wind, solar, biomass, hydrogen, energy storage, and pumped-storage hydropower. He especially emphasized the need for incentive policies for upgrading traditional energy technologies, promoting energy savings, lowering emissions, and flexibly retrofitting coal-fired power plants.

In the short term, he requested the Prime Minister’s direction and support to help remove obstacles facing existing projects, accelerate acceptance, approval, and commercial operation processes. He also asked for favorable conditions for project site selection, land use, and the implementation of new investments.

Prime Minister’s message on strategic cooperation

Prime Minister Pham Minh Chinh congratulated and welcomed the growth and success of China Huadian Engineering, noting its contributions to China’s development. He also thanked the group for assisting Vietnam Electricity (EVN) in consulting, energy-saving solutions, and implementing green and sustainable energy initiatives in Vietnam.

The Prime Minister emphasized the special relationship between Vietnam and China, stating that the two countries are not only neighbors but also comrades and brothers. This strong relationship has created a solid foundation for cooperation in the fields of economy, trade, and investment.

He called on China Huadian Engineering to continue promoting its strengths and achievements, and to apply them creatively and flexibly to the specific conditions of Vietnam. This, he said, would support Vietnam’s energy security and aid the country's development goals. He also asked the group to support EVN with scientific and technical expertise in the electric power industry, particularly in securing clean energy and meeting growing development demands.

The Prime Minister expressed hope that China Huadian Engineering would effectively implement its ongoing projects in Vietnam and continue to expand investment in green energy. He specifically mentioned wind power, solar power, biomass, hydrogen, energy storage, and pumped-storage hydropower. Beyond energy, he welcomed the group to invest in manufacturing, commercial operations, and research and development in Vietnam.

He urged that all investments follow the spirit of “harmonized interests and shared risks,” balancing the interests of the state, the people, and the businesses involved.

To conclude the meeting, Prime Minister Pham Minh Chinh instructed ministries, sectors, and local authorities to work closely with China Huadian Engineering to resolve any obstacles affecting current projects. He wished the group continued success in Vietnam, matching and even exceeding its achievements in China and other countries.
