Realizing Resolution No. 68 at the 14th National Party Congress reaffirms the resolve to remove barriers and achieve breakthroughs in private-sector development.

Private enterprises benefit from sound and timely policies

After 40 years of renovation, the Party and State have identified the private sector as the most important driver of the national economy. The 14th National Party Congress is regarded as a milestone, ushering the country into an era of rising with new development mindsets. In the draft documents of the 14th National Party Congress, the status of the private economy has been elevated, moving beyond being an engine to becoming a solid pillar of an independent and self-reliant economy.

According to economic experts, concretizing the spirit of Resolution No. 68 at this Congress affirms the determination to remove all barriers and create substantive breakthroughs for the private sector. Dr. Vo Tri Thanh, Director of the Institute for Brand Strategy and Competition, noted that the clear affirmation of this role in the draft documents demonstrates that the Party and State increasingly value the sector's substantive contributions to macroeconomic stability and long-term growth. This sound policy has breathed new life into the production, business, and import export activities of enterprises.

From a practical perspective, Bui Thi Thanh Dung, Executive Director of My An Paper Co., Ltd., expressed high expectations for the institutional reforms and transparency brought about by Resolution No. 68. Reality shows that since the issuance of the Resolution, administrative procedures have been significantly shortened, helping businesses save time and costs. Dung also highly appreciated the practical support from the Ministry of Industry and Trade, particularly the Vietnam Trade Promotion Agency, in organizing networking activities and trade fairs from late 2025 to the present, creating favorable conditions for enterprises to expand export markets.

Sharing this sentiment, Dao Huyen, a representative of Francool Vietnam Technology Co., Ltd., stated that the enterprise has benefited from numerous incentives and facilitations in import and export procedures thanks to the orientations of Resolution No. 68. Timely guidance from specialized officials at the Bac Ninh Department of Industry and Trade, as well as training programs on Certificates of Origin provided by the Agency of Foreign Trade under the Ministry of Industry and Trade, have helped resolve bottlenecks and ensured the smooth flow of goods.

The regular organization of dialogues to listen to and resolve difficulties by the Ministry of Industry and Trade alongside other ministries and sectors has affirmed the commitment to accompanying private enterprises, consolidating the position of this sector within the national economic structure.

Private enterprises expect breakthroughs from strategic decisions

The strategic decisions of the Party and the concretization of Resolution No. 68's spirit at the 14th National Party Congress are opening up great expectations for a transparent business environment. This is considered a key factor in unleashing resources and creating new momentum for the private economic sector to develop sustainably and enhance competitiveness.

From operational reality, the business community desires continued close support from ministries and sectors, especially in trade promotion and market connectivity. Executive Director Bui Thi Thanh Dung expects the orientations of the 14th National Party Congress to be deeply integrated into practice, particularly highlighting the role of Trade Counselors in 2026 to expand international distribution channels.

Sharing this view, representative Dao Huyen emphasized the need for stronger support through the drastic concretization of Party resolutions immediately after the Congress.

To provide substantive assistance to small and medium-sized enterprises, experts proposed that policies should shift toward a hands-on approach with specific roadmaps for each industry. In particular, a risk-sharing mechanism between the State and the banking system is necessary to ensure capital flows directly into production, helping businesses access financial resources suitable for their business cycles.

Dr. Vo Tri Thanh remarked that the private sector is currently the nucleus of innovation and growth model transformation. With the consistent implementation of major policies, private enterprises will gain more confidence for long-term investment, reaching out to the international level and participating deeply in global value chains. This not only affirms the competitiveness of Vietnamese businesses but also contributes to realizing strategic socio-economic development goals in the new era.
