Private Sector – The Main Growth Engine
Quang Ninh has positioned itself among the nation’s frontrunners in implementing comprehensive and practical policies to support sustainable private sector development under Resolution 68-NQ/TW, issued by the Politburo on May 4, 2025.
In the first seven months of 2025, the province recorded more than 1,150 newly established enterprises, a 22% increase compared to the same period last year. Additionally, 536 businesses resumed operations, bringing the total number of active enterprises in the province to nearly 12,000. In the collective economy, 112 new cooperatives were set up, achieving 78.3% of the annual target, raising the total to 725 active cooperatives.

According to Pham Duc An, Chairman of the Quang Ninh Provincial People’s Committee, the province has made improving the business environment and removing obstacles for enterprises, especially small and medium-sized firms, cooperatives, and startups, a top priority. Support policies have been designed to be practical, flexible, and tailored to real business needs.
For the first time, Resolution 68 recognizes the private sector as one of the most critical drivers of the national economy. It introduces a series of breakthrough measures such as: three-year tax exemptions for SMEs; shifting from pre-inspections to post-inspections to enhance corporate autonomy and accountability; eliminating the criminalization of civil and economic relations; limiting inspections to once per year; and addressing bottlenecks in capital, land, administrative procedures, and technology.
Speaking to Cong Thuong newspaper, Luu Cong Thanh, Chairman of Quang Ninh’s Young Entrepreneurs Association, emphasized: “Resolution 68 is not just a turning point in development thinking, but also a strong political commitment by the Party to create a fair, transparent, and healthy business environment for all economic sectors”.
Affirming the central role of private enterprises in local economic development, Quang Ninh has established a provincial Steering Committee on Private Sector Development to concretize Resolution 68. The committee coordinates implementation plans, facilitates interdepartmental collaboration, removes business hurdles, and promotes innovation. Currently, the province’s nearly 12,000 private firms contribute over 57% of GRDP and provide hundreds of thousands of local jobs.
From Resolution to reality
Quang Ninh aims to have 12-15 enterprises per 1,000 people by 2030, with the private sector contributing 40-45% of GRDP; by 2045, it envisions private businesses as the main production force, accounting for over 50% of GRDP and deeply integrated into global supply chains.
The story of Dat Viet Pottery Joint Stock Company Group in Binh Khe Ward is a prime example of private enterprise resilience fueled by sound Party and State policies. Established during a turbulent global economic period, Dat Viet Pottery weathered multiple challenges: high bank interest rates, fierce competition, consumption crises, the COVID-19 pandemic, and soaring coal prices. In response, the company invested in technological innovation, launched technical innovation campaigns, and established an in-house R&D center funded by internal resources.
After more than a decade of relentless effort, Dat Viet Pottery now holds 11 exclusive patents, boasts numerous domestic and international awards, exports clay-brick products to 56 countries and territories, and has been recognized as the industry’s first “green factory - green product - circular production” model. It received the prestigious Ho Chi Minh Award for Science and Technology in 2021 and earned top AI rankings-first in Asia and second or third globally for clay brick products.

Nguyen Quang Mau, Labor Hero and Chairman of the Group, shared emotionally: “Resolution 68 is like a breath of fresh air, fueling our aspirations and ambitions. Today, Dat Viet Pottery embraces AI, leads in digital transformation, and confidently steps onto the global stage”.
Quang Ninh continues to lead in institutional reforms, improving the investment climate, and fostering partnerships among private firms, FDI enterprises, and state-owned companies. The province is pushing digital transformation, green and circular economic development, human resource upskilling, and innovative governance models.
From a border province, Quang Ninh has risen as a growth engine of the North, powered by progressive political thinking and an entrepreneurial spirit. Resolution 68 is expected to serve as a “guiding torch,” opening a new chapter for the robust and sustainable rise of the private sector-not only in Quang Ninh but nationwide.

The Politburo has issued Resolution 68-NQ/TW on private sector development, setting specific targets for 2030 with a vision toward 2045. By 2030, the goal is to have two million active enterprises-equivalent to 20 businesses per 1,000 people-contributing about 55-58% of GDP and 35-40% of total state budget revenue, generating employment for 84-85% of the workforce, and achieving average annual labor productivity growth of 8.5-9.5%. The resolution also aims to have at least 20 major private enterprises integrated into global value chains.
