On the morning of November 22 (local time) in Johannesburg, South Africa, following the welcoming ceremony for High-Level Leaders and Heads of Delegations from countries and international organizations, the 2025 Summit of the Group of Twenty (G20) officially opened. The summit was chaired by South African President Cyril Ramaphosa, the G20 Chair for 2025.

Leading the Vietnamese delegation and delivering an important speech at the conference, Prime Minister Pham Minh Chinh proposed three strategic guarantees to foster inclusive, sustainable growth and ensure that no one is left behind.
During the first working day, PM Chinh and other leaders participated in two crucial discussion sessions themed: “Inclusive and sustainable economic growth - leaving no one behind” and “The G20’s Contributions to a Resilient World”.
The leaders focused on exchanging views and agreeing on key directions for global economic structure, the role of trade and finance for development, addressing debt burdens, mitigating disaster risks and climate change, just energy transition, and food security.
Speaking at the Summit, the PM noted that the world is undergoing profound, epochal changes, with many unprecedented issues that are people-centric, comprehensive, and global in nature.
In this context, PM Chinh asserted that global governance must focus on the core objective of maintaining peace, stability, and inclusive, comprehensive development. This must be guided by the most important principle of mutual respect, equality, mutual benefit, adherence to international law, solidarity, cooperation, and dialogue to generate collective strength, deliver tangible benefits, and consolidate trust. The consistent approach must remain people-centric, comprehensive, and global.
With the motto “Solidarity for Strength - Cooperation for Benefits - Dialogue for Trust,” PM Chinh proposed the three strategic guarantees to promote inclusive, sustainable growth and leave no one behind.
To ensure stability in international relations, world politics, and global macroeconomics, the PM proposed that the G20 take the lead in building an international cooperation mechanism based on mutual respect, seeking solutions to conflicts, and creating a favorable environment for development. He also called for policy coordination to prevent systemic risks, respond to crises, limit trade barriers, minimize supply chain fragmentation, promote debt conversion initiatives, and ensure global macroeconomic stability.
To ensure a rules based multilateral trading system with the WTO at its center, a balanced, transparent, and open global financial system, and equal access to science, technology, and finance for development, the PM urged the G20 to enhance cooperation, oppose the politicization of science and trade, and support developing countries with fair trade policies that harmonize interests. He emphasized developing an efficient financial system, improving digital transformation capacity to better meet nation's rapid and sustainable development needs, and comprehensively reforming the WTO to operate more actively and effectively.
To ensure flexible and effective global governance and create a robust ecosystem for development in the era of digital and green transition, the PM called on the G20 and multilateral mechanisms to strengthen dialogue and build a global governance framework that harmonizes economy, society, and environment, balances current and future interests, and promotes cooperation on artificial intelligence, climate change, disaster prevention, and disease control. The Prime Minister affirmed that Vietnam is ready to cooperate actively, equally, and for mutual benefit with countries, the G20, and the international community for a peaceful, civilized, prosperous, sustainable, and inclusive world, ensuring that “no one is left behind” so that all people benefit from the achievements of development and deep, effective international integration.
This is the first time a G20 Summit has been held in Africa, marking the most important event concluding South Africa's G20 Chairmanship in 2025, and signifying that all G20 member countries have, in turn, held the role of Chair of this mechanism.
