On September 8, Prime Minister Pham Minh Chinh chaired the September 2025 Government’s thematic session on law-making to review and give opinions on nine draft laws. Attending the session were Politburo members, Secretaries of the Party Central Committee, members of the Party Central Committee, Deputy Prime Ministers, Deputy Secretary of the Government’s Party Committee, ministers, acting ministers, heads of ministerial-level agencies, government-attached agencies, and leaders of ministries and agencies.

Following the August 2025 thematic law-making session held on September 4, the September 2025 session (the first session) considered and gave opinions on nine draft laws, including: the Law on Personal Income Tax; the Law on High Technology (amended); the Law amending and supplementing a number of articles of the Law on Technology Transfer; the Law amending and supplementing a number of articles of the Law on Intellectual Property; the Law amending and supplementing a number of articles of the Law on International Treaties; the Law amending and supplementing 10 laws related to security and order; the Law on Protection of State Secrets (amended); the Law amending and supplementing 15 laws in agriculture and environment; and the Law on the Press (amended).
Opening the session, Prime Minister Pham Minh Chinh stated that Resolution 66/NQ-CP of the Politburo requires that in 2025, the Government basically complete the removal of legal and institutional obstacles and “bottlenecks” hindering national development, aiming to achieve a growth rate of 8.3-8.5% in 2025 and double-digit growth in the following years to reach the two centennial strategic goals. Therefore, leadership, direction, and investment in infrastructure and other necessary conditions must be concentrated to meet this target.
Since the beginning of the term, the Government has focused on promoting institution-building and improvement, one of the three strategic breakthroughs and an important pillar to create strong momentum for the country’s advance into a new era. Accordingly, the Government has organized 42 thematic law-making sessions to review and give opinions on about 80 dossiers of draft laws and resolutions.
In August and September 2025, the Government continues to focus on law-making work, holding thematic sessions to timely complete and submit to the National Assembly about 113 dossiers, documents, submissions, and reports, including 47 draft laws and resolutions at the 10th session of the 15th National Assembly.
The Prime Minister emphasized that from now until the opening of the 10th session of the 15th National Assembly, time is limited, the workload is large, tasks and requirements are high, and the nature of the work is very complex. Therefore, ministries and agencies, especially their heads, must uphold responsibility, provide leadership and direction, and allocate time, personnel, and resources for law-making and institution-building. High determination, great effort, and resolute, effective action are needed to fulfill the goals set by the Central Steering Committee on Institution and Law Improvement, headed by General Secretary To Lam.
The Prime Minister required ministers and heads of ministerial-level agencies to directly lead law-making and institutional improvement, taking main responsibility for the quality of legal policies in their sectors, especially the draft laws and resolutions to be submitted at the upcoming 10th National Assembly session. In the immediate future, they must ensure quality and timeliness of these draft laws and resolutions.

According to the Prime Minister Pham Minh Chinh, the issues discussed at the session are of great importance and necessity, including draft laws in the form of “one law amending multiple laws,” to improve the legal framework, enhance the effectiveness and efficiency of state management in key areas and in the context of deep international integration; create an open and favorable legal environment; ensure the legitimate rights and interests of people and businesses; promptly remove legal obstacles to promote socio-economic development; and strive to achieve the growth targets.
The Prime Minister noted several major principles in law-making and institutional improvement: “What is ripe, clear, proven correct in practice, and has majority consensus should be codified into law; what is still changing or beyond the competence of the National Assembly should be regulated by Government decrees”; “regulations should be concise and go straight to current bottlenecks.”
He requested that submitting agencies ensure their reports are concise and clear, specify contents to be removed, refined, amended, or supplemented, especially those related to delegation of power and responsibilities, resource allocation, enforcement capacity, strengthening inspection, supervision, and output control, and cutting at least 30% of administrative procedures, implementation time, and compliance costs. They must also clarify their positions on issues with differing opinions.
The Prime Minister also required Government members to devote efforts, intellect, and resources to law-making work; continue the spirit of innovation; present reports and opinions concisely and clearly, going straight to the issues; focus discussions on important and major issues with differing opinions in the draft laws; and ensure the timeliness and quality of the session.
