PM: “Only move forward, never backward” in innovation and digital transformation

Prime Minister Pham Minh Chinh urges decisive action to mainstream science, innovation and digital transformation, stressing “only move forward, not backward.”

The Prime Minister said that in a time of global and regional volatility, coupled with domestic challenges such as natural disasters, promoting science, technology, innovation and digital transformation is vital for macroeconomic stability, inflation control, growth balance, and improving living standards.

He emphasized the need to continue reforms and act decisively, combining traditional growth drivers investment, exports and consumption with new engines such as the digital economy, green economy and circular economy.

Referring to recently issued Party resolutions, PM Pham Minh Chinh underscored that science, technology and innovation have been identified as critical. “When the Party has directed, the Government has agreed, the National Assembly has supported, the people have welcomed, and the nation expects it, then we only discuss how to act, never how to retreat,” he said.

PM Pham Minh Chinh called for frank assessments of past leadership and execution, recognition of achievements and shortcomings, and identification of lessons and best practices. He urged delegates to agree on priority tasks for the remainder of the year.

Among the immediate priorities, PM Pham Minh Chinh highlighted: completing sectoral and local databases, particularly on land and housing; accelerating digital transformation in two-tier local governments, ensuring seamless connectivity nationwide; and promoting a nationwide “digital literacy campaign” to build digital government, digital citizens and a digital society.

Reports at the meeting showed that of 679 tasks assigned in 2025 to 56 ministries and localities, 270 had been completed by September 23, while 382 were ongoing and 27 overdue. The Ministry of Science and Technology, Ministry of Finance, Ministry of Public Security, Ministry of Education and Training, and Ministry of Agriculture and Environment were the most heavily tasked agencies.

Since the third meeting in July, 50 out of 73 new tasks had been completed. Progress was also recorded under Plan 02 on integrated digital transformation, with 45 of 70 tasks finalized. Local implementation of 16 commune-level digital criteria in 34 provinces was assessed as positive.

Between July and September, ministries and provinces also completed 60 tasks under Resolution 57, focusing on four pillars: improving the legal framework, building infrastructure, developing data platforms and advancing innovation.
