
MoIT urges drastic measures to accelerate public investment disbursement in 2025

The Directive underlines that since the beginning of the year, the Ministry of Industry and Trade (MoIT) has taken proactive and resolute actions to promote public investment disbursement, issuing multiple documents to guide and urge implementation. However, according to reports, as of the end of August, the disbursement rate remains below expectations compared with the assigned plan.
In response to the Prime Minister’s Dispatch No. 169/CĐ-TTg dated September 21, 2025, on key tasks and solutions to accelerate public investment disbursement and ensure full completion of the 2025 plan, the MoIT requested project owners to demonstrate strong direction, take flexible and effective measures, and regard this as a top political priority.
The Ministry of Industry and Trade intensifies efforts to accelerate public investment disbursement in 2025.
Accordingly, all agencies and units are required to thoroughly study and strictly implement the resolutions and conclusions of the MoIT Party Committee as well as the directives and instructions from the Minister concerning the promotion of public investment disbursement. The Directive affirms that accelerating public investment is not merely an economic duty but a key political task, an important basis for evaluating the performance of organizations and individuals.
Those in charge must act with determination, make strong efforts, and take concrete actions, ensuring that every task is clearly defined and effectively executed in line with the principle of “six clarities”, clarity of person, task, responsibility, authority, timeline, and outcome.
The Directive also stresses the pivotal role of heads of agencies and units, requiring specific assignment of responsibility to each official, with individual accountability to be reviewed and evaluated regularly.
Each agency and project management unit must prepare detailed disbursement schedules by week, month, and quarter and adopt decisive, result-oriented solutions to monitor, supervise, and accelerate progress. The MoIT calls for a spirit of urgency and dedication, reflected in mottos such as “enduring the sun, beating the rain, not yielding to storms,” “making full use of every moment,” “three shifts, four crews,” and “working days and nights, even on holidays, talk less, do more.”
Regular review and assessment of disbursement progress must be carried out for each project to promptly identify bottlenecks and weaknesses in every stage, ensuring timely and effective resolution. Projects are to be classified according to their disbursement performance, those progressing well, those delayed, and those at risk of non-disbursement, to facilitate timely intervention.
Issues beyond the competence of agencies must be reported immediately to higher levels for prompt settlement. Personnel assigned to public investment projects must be capable and professionally qualified, ensuring effective management and implementation in line with legal regulations.
Departments and units under the MoIT, based on their assigned functions and authority, are to continue reviewing mechanisms, policies, and legal provisions related to the implementation of public investment projects, and propose necessary amendments and supplements in a timely manner.
MoIT Minister Nguyen Hong Dien urged all unit heads to act swiftly, fulfill their responsibilities, and promptly report to the Ministry any issues arising beyond their authority for proper handling.
