The Ministry of Industry and Trade reviews progress in implementing Resolution No.70-NQ/TW, urging stronger coordination to ensure national energy security and project delivery.

On the morning of July 10 in Hanoi, the Ministry of Industry and Trade (MoIT) held its regular meeting to review the implementation of Government's Resolution No.328/NQ-CP, which promulgates the Government's action programme to implement the Politburo's Resolution No.70-NQ/TW on ensuring national energy security through 2030, with a vision to 2045.

The meeting was chaired by Deputy Minister of Industry and Trade Nguyen Hoang Long.

The meeting was attended by leaders of the Ministry's departments, agencies and functional units; representatives from ministries, sectors and localities; as well as executives of energy groups, corporations and enterprises. It was held in both in-person and online formats, connecting with local authorities nationwide.

At the opening session, Deputy Minister Nguyen Hoang Long stressed that Resolution No.70-NQ/TW is one of the Politburo's strategic and foundational resolutions issued in August 2025.

"Resolution No.70-NQ/TW is of tremendous importance and carries strategic significance for the country's development. Therefore, its implementation is being carried out in a highly determined and serious manner," the Deputy Minister said.

He noted that the standing agency at the Ministry submits monthly reports to the Party Central Committee's Inspection Commission to support oversight of the implementation of Resolution No.70-NQ/TW. This demonstrates that the Resolution must be implemented in a coordinated manner by provincial and municipal Party Committees, Party Committees under the Party Central Committee, ministries, sectors and local authorities.

"This is an extremely important issue because ensuring national energy security is the responsibility of the entire political system. Energy projects, including power generation and transmission projects, are not projects that can be decided on or implemented by a single ministry or sector. Their implementation requires coordinated solutions within the mandates and responsibilities of multiple ministries and sectors, while the role of local authorities is particularly important," Deputy Minister Nguyen Hoang Long said.

According to the Deputy Minister, the country cannot function without energy, and it cannot function without electricity. This is an imperative. Energy security is closely linked to economic security and national security.

"Electricity must stay one step ahead. Without electricity, we cannot achieve double-digit economic growth. Therefore, ensuring energy security is of strategic importance," he stressed.

Regarding the issuance of action programmes and implementation plans under Resolution No.328/NQ-CP, he said that immediately after the Resolution was promulgated, most ministries, sectors, agencies, organisations and relevant enterprises proactively developed and issued their own implementation plans and action programmes.

Based on reports submitted by ministries, sectors, localities and relevant enterprises to the Ministry, together with updates on the monitoring system tracking the implementation of the Party Central Committee's resolutions, directives and conclusions as of June 30, 2026, the Ministry reported that 21 out of 22 ministries, ministerial-level agencies and Government agencies had issued implementation programmes or plans; all 34 provinces and centrally governed cities had issued implementation plans for Resolution No.328/NQ-CP and Resolution No.70-NQ/TW; and all five energy enterprises had also issued implementation programmes or plans for the two resolutions.

During the meeting, representatives of relevant agencies and units focused their discussions on key aspects of implementing the resolutions. Participants analysed specific difficulties and bottlenecks, particularly those related to mechanisms, policies and implementation. They also proposed practical and feasible recommendations and solutions associated with the responsibilities of each agency and unit.

After hearing the opinions presented at the meeting, Deputy Director Trinh Duc Duy summarised the key issues discussed. He stated that in order to address recommendations comprehensively, fundamentally and more promptly, in addition to the responses provided by representatives of relevant agencies and units during the meeting, all units should proactively submit written recommendations and proposals to the competent authorities for timely settlement in accordance with their assigned functions, responsibilities and powers, while also sending copies to the Ministry of Industry and Trade to facilitate coordination in processing and compiling periodic and ad hoc reports on the implementation of the resolutions.

Based on the recommendations received, the Ministry's focal unit will promptly advise the Ministry's leadership to assign relevant functional units to study and address issues falling within the Ministry's authority, or refer matters beyond its jurisdiction to the competent authorities for settlement.

At the same time, the Deputy Director requested that issues already raised in separate official documents relating to specific professional tasks should continue to be fully reflected in the monthly reports on the implementation of the resolutions.

"This will serve as the basis for the Ministry of Industry and Trade to compile reports for the Government and the Party Central Committee's Inspection Commission on what ministries and sectors have accomplished, what issues have been resolved, as well as outstanding matters and unresolved recommendations. This will help clearly identify deadlines and the responsibilities of each authority in implementing the resolutions," the representative of the Department of Oil, Gas and Coal said.

Concluding the meeting, Deputy Minister Nguyen Hoang Long highlighted several key priorities for agencies and units to continue focusing on in the coming period.

He first called on all agencies and units to continue mobilising resources, accelerating progress, and implementing in a coordinated and effective manner the viewpoints and policies set out in the resolutions, while ensuring that all assigned tasks are completed on schedule and with high quality in accordance with the directions of the Politburo and the Government.

Second, he urged People's Committees of provinces and cities to continue providing stronger and more determined direction to accelerate investor selection, investment approval procedures, compensation and site clearance, while proactively resolving bottlenecks to ensure the timely implementation of energy projects in their localities.

Third, he called on all agencies and units to further strengthen coordination. Based on the opinions raised by energy groups and corporations, it is evident that most recommendations involve not only one authority but also multiple ministries, sectors and agencies. Therefore, close and timely coordination among relevant authorities is essential to promptly remove obstacles, thoroughly resolve bottlenecks and ensure the effective implementation of the tasks set out in Resolution No.70-NQ/TW.
