Ministry of Industry and Trade pushes data-driven digital transformation to boost e-commerce development and modernize governance.

On the afternoon of May 12, 2026, at the headquarters of the Ministry of Industry and Trade, Minister of Industry and Trade Le Manh Hung held a working session with the Vietnam E-commerce and Digital Economy Agency on the implementation of tasks from the beginning of 2026 to date, as well as orientations and key tasks for the coming period. The meeting was attended by representatives of leadership from units under the Ministry of Industry and Trade.

Reporting at the session, Director General of the Vietnam E-commerce and Digital Economy Agency Le Hoang Oanh said that in the first four months of 2026, the Agency had implemented a wide range of key tasks in institutional development and state management of e-commerce and the Ministry’s digital transformation.

In institutional development work, the Agency has focused on drafting a decree guiding the implementation of the Law on E-commerce, developing an implementation plan for the Law, and collecting feedback on the master plan for e-commerce application in mountainous and border areas for the 2027-2030 period.

E-commerce management activities continued to be implemented in a data-driven and electronic identification-based approach, aiming to strengthen control over counterfeit goods, trade fraud, tax evasion, and violations in the digital environment. Alongside management work, the Agency has promoted activities to support enterprises, boost the consumption of Vietnamese goods on digital platforms, and assist traditional market vendors in applying e-commerce in their business operations.

In the field of digital transformation, the Agency has led more than 50 tasks related to digital government and digital economy; ensured the safe operation of the Ministry of Industry and Trade Data Center; and upgraded the centralized administrative procedure system with more than 42,000 dossiers received, with an online rate of 99.1%.

Alongside the achieved results, Le Hoang Oanh also noted that the fields of e-commerce and digital transformation still face several difficulties and challenges, including unsynchronized data, limitations in infrastructure and mechanisms for data connection and sharing, and increasing requirements in online management for controlling violations, protecting consumer rights, and ensuring information security.

In the coming period, the Vietnam E-commerce and Digital Economy Agency will focus on building a standardized, interconnected, and integrated e-commerce database; upgrading the online.gov.vn system; enhancing the application of data and artificial intelligence in monitoring, post-inspection, and handling violations in the digital environment; continuing to complete guiding documents for the implementation of the Law on E-commerce; strengthening seller identification, data sharing, and coordination in handling violations in new business models and cross-border platforms; standardizing and cleaning data, increasing connectivity and data sharing among systems, improving information security, and strengthening digital workforce training.

At the meeting, representatives of units under the Ministry contributed numerous opinions aimed at improving the management and development of e-commerce in the new period, focusing on effective implementation of the Law on E-commerce, strengthening inspection and handling of counterfeit goods, imitation products, and trade fraud in the digital environment; protecting consumer rights; and supporting Vietnamese enterprises in developing e-commerce platforms, logistics, and the digital ecosystem.

In his directive remarks, Minister Le Manh Hung acknowledged and highly appreciated the efforts of the Vietnam E-commerce and Digital Economy Agency over the past period, particularly results in the scale and growth rate of e-commerce. He emphasized that the Agency is simultaneously tasked with two major responsibilities: developing e-commerce and leading the implementation of the Ministry’s digital transformation strategy, digital initiatives, and digital transformation roadmap in line with Resolution No. 57-NQ/TW and tasks assigned by the Government.

He also recognized the initial effectiveness of platforms serving governance and administration, such as the system for managing overseas trade missions, the electronic office system, the electronic handbook, and the work management system. Alongside the achieved results, he pointed out several shortcomings that need to be addressed, including the need to accelerate institutional completion, the lack of synchronized data systems, limited data integration with other ministries and sectors, while issues of counterfeit goods, imitation goods, intellectual property violations, and trade fraud in the digital environment are becoming increasingly complex.

To better fulfill assigned tasks, Minister Le Manh Hung requested the Vietnam E-commerce and Digital Economy Agency to continue completing guiding decrees, programs, and action plans for implementing the Law on E-commerce; accelerate the development and integration of databases; and strengthen coordination with relevant units in controlling trade fraud in cyberspace.

He also requested a shift from a management mindset to a governance mindset, proactively identifying risks and building synchronized solutions aligned with the development goals of e-commerce in each stage. Alongside domestic market development, the Agency must clearly define a roadmap for promoting e-commerce for export, developing Vietnamese-owned e-commerce platforms toward autonomy, and simultaneously developing logistics infrastructure, warehouses, transport, and digital payment systems.

Regarding digital transformation, he required substantive implementation based on data and new technologies such as artificial intelligence, big data, and blockchain, while strengthening information security. The goal is to gradually make e-commerce one of the key pillars of domestic trade, foreign trade, and Vietnam’s economic growth.

Receiving the directive remarks, Le Hoang Oanh affirmed that the Vietnam E-commerce and Digital Economy Agency will continue close coordination with relevant units, urgently concretizing the leadership’s directions into action plans, ensuring progress and effectiveness in implementation in the coming period.
