Minister of Industry and Trade Le Manh Hung called for stronger innovation, digital transformation and governance reform to prevent delays in implementing key national assignments.

​On May 12, Minister of Industry and Trade Le Manh Hung chaired a working session with the Agency for Innovation, Green Transition and Industry Promotion (IGIP) on the implementation of tasks in the first four months of 2026 and orientations for the coming period. Attending the meeting were Deputy Minister Truong Thanh Hoai and leaders of agencies under the Ministry.

Reporting on the implementation of tasks in the first four months of 2026, Director of the Agency for Innovation, Green Transition and Industry Promotion Nguyen Thi Lam Giang said that by April 2026, the Agency had advised on the formulation and promulgation of five circulars; nine circulars are currently under development and pending approval, while two others are included in the plan for the last six months of the year.

As the focal point for implementing Resolution No.57-NQ/TW within the Ministry of Industry and Trade (MoIT), the Agency has advised on plans and monitored the implementation of 138 tasks assigned to the Ministry in 2026. The Agency has also completed the formulation of two national technical regulations in the food sector; acted as the focal point for consolidating plans on the development of national technical regulations for 2026 and the 2026 - 2030 period of the Ministry; continued implementing the Ministry’s plans on the Intellectual Property Strategy to 2030; advised the Ministry in submitting to the Prime Minister for the issuance of Directive No.09/CT-TTg dated March 19, 2026 on strengthening energy conservation, promoting energy transition and developing electric vehicles; and developed a proposal for a fund to promote economical and efficient use of energy.

Regarding key tasks from now until the end of the year, Director Nguyen Thi Lam Giang stated that the Agency will continue performing its role as the standing body of the Ministry’s Steering Committee for the implementation of Resolution No.57-NQ/TW, while urging the implementation of tasks related to science, technology and innovation, with a focus on improving institutions, digital infrastructure and data, strategic technologies and online public services.

At the same time, the Agency will implement major programmes on strategic technologies, finalise the Science, Technology and Innovation Plan for the 2026-2030 period, and coordinate with enterprises, research institutes and universities to promote the “three-party cooperation” model, among others.

At the meeting, delegates also discussed and exchanged views on various issues related to the implementation of the Agency's key tasks in the coming period. They proposed a number of solutions and specific coordination mechanisms between the Agency and relevant agencies to improve work efficiency and ensure timely and unified handling of tasks. These efforts are expected to contribute to the effective implementation of assigned political tasks and the fulfilment of the sector’s overall targets and plans.

Addressing the meeting, Minister Le Manh Hung acknowledged and highly appreciated the Agency’s efforts in carrying out assigned tasks, especially in the context that its scope of management and monitoring covers many different areas.

Regarding tasks in the coming period, Minister Le Manh Hung requested the Agency to clearly define its role, functions and responsibilities, with science and technology, innovation and digital transformation serving as the core. “The Department must not only act as an advisory body, but also become a designer and creator of new growth drivers and productive forces stemming from science, technology, innovation and digital transformation,” the Minister stressed.

He added that approaches to science and technology must also shift from management to governance in order to ensure a goal-oriented, systematic, continuous and synchronised approach.

Regarding Resolution No.57-NQ/TW, the Minister stressed the need for clear plans on task allocation within the Ministry, along with solutions for monitoring and management. “No assigned task must be delayed under any circumstances,” he emphasised, adding that management methods must shift from process-based management to goal- and result-oriented management.

The Minister requested that immediately after the working session, the Agency coordinate with relevant agencies to review and adjust its functions and responsibilities within the overall framework. He also highlighted the importance of close coordination among agencies during task implementation.

At the same time, the Minister called on agencies to continue accompanying and effectively coordinating with the Agency to ensure the progress and quality of task implementation. Agencies were also urged to promote proactiveness, strengthen coordination and information exchange, and promptly address difficulties and obstacles, thereby contributing to the successful fulfilment of the Ministry’s tasks and targets assigned by the Government.
